Active Travel Programme Our aims are to contribute to reducing pressure on the road network, contribute to economic growth and the reduction of emissions, improvement of quality of life and health, and link active travel with bus and rail options by enabling sustainable door to door journeys combining cycling or walking with public transport. Tranche 1 (Progress) • Notified of T1 on May 27, 2020 with submission on June 6, 2020 • Member survey used to help shape tranche 1 measures 92% response rate • Impact seen across Oxfordshire – Additional Cycle Parks – Grass cutting & verge clearance – Improved signage – Signal timings – to support social distancing – Reallocation of highways to support cycling and pedestrians Additional City based measures including bus gates, reallocation of highways to support cycling and pedestrians • Schemes currently being delivered to timetable and within financial envelope (August 30, 2020) • City Bus Gates & Low Traffic Neighbourhoods continuing to progress – timescales lengthened to facilitate engagement.

Tranche 2 - Our Approach • Notification of bid on July 10, 2020 with submission August 7, 2020. • Bidding Team established using expertise from across Communities. • Adherence to criteria set out by the Department of Transport. • Oxfordshire allocation £2.3m – Proposals submitted worth approximately £4.5m. • Proposals developed using feedback collected through LCWIP, Member Surveys and other engagement channels. Recognition of need to continue to engage with our Members, Key Partners and Stakeholders throughout the planning and designing processes . • Assessment Framework established to enable equitable approach to prioritisation (adherence to DfT criteria, deliverability, engagement and use of a benefit cost ratio tool). • Ongoing dialogue with DfT for agreed schemes. • Schemes that have not been successful for DfT funding will remain “live” as we continue to source more funding.

Summary of DfT Key Criteria Main Measures: • New segregated cycleway (permanent and temporary) • Installing segregation to make an existing cycle route safer • Point closures of main roads to through traffic, apart from buses, access and disabled • New permanent and temporary footways • Widening existing footway Supportive Measures: • Provision of secure cycle parking facilities • Restriction or reduction of parking availability (e.g. closing bays or complemented by increasing fees) • Area wide interventions (e.g. pedestrian and cycling zones and modal filters / filtered permeability) • Park and cycle/stride/scooter facilities • Selective road closures using planters, cones or similar • Provision for monitoring and evaluation of schemes • Schemes to support culture and behavioural changes towards walking and cycling

School Streets and Community Activation • DfT criteria mean School Streets schemes can only be included as ‘complementary measures’ to road space reallocation schemes • Bid proposes to pilot 7 formal School Streets schemes in Oxford, Bicester and Witney to support LTN and active travel corridor proposals • County wide ‘community activation’ measures to support and empower people to use new and improved walking and cycling infrastructure including: – Community Cycling Activator with implementation budget – Expansion of Wheels for All (cycle project for people with disabilities) – Walking and Cycling App • Focus on supporting and empowering people who do not currently walk and cycle and specific cohorts such as parents, BAME groups and communities suffering deprivation

Next Steps • Production of preliminary Programme/project and financial plans for delivery of the five schemes linking to Connecting Oxford and wider corporate programmes. • Implement a comprehensive communications and engagement plan (Members, Town & Parish Councils, Key Partners and Stakeholders). • Continue discussions with our local consultants/ contractors to ensure readiness to commence ASAP. • Continue to liaise with DfT re submission and notification of award
