  • GCC is proposing that member states establish a mechanism to reciprocally accept AMOs

located in their territories

  • A 3‐day workshop was held in the GCAA from 23 to 25 April 2012. It was attended by all

GCC member states to discuss establishing this mechanism

  • The workshop recommended adoption of MOU signed between Bahrain and UAE on

19 January 2012

  • COSCAP‐GS is hosted by UAE and its current members are Kuwait and Bahrain. During this

workshop, inclusion of KSA, Oman and Qatar was discussed.

  • COSCAP‐GS is a co‐operative agreement between member states, implemented by ICAO,

under direction of a steering committee of member states and safety partners to enhance the safety and efficiency of air transport in the region

WHY? The General Civil Aviation Authority (GCAA) released the first NPA No.10/2012 draft amendment to CAAP 58 at the end of May 2012 (“May Draft”). Based on comments received, the GCAA revised the May Draft and has issued a second NPA No. 16/2012 on August 2012 with closing date for comments ending on 16/09/2012. The Civil Aviation Advisory Publication (CAAP) No.58 refers to the following:

  • Document evaluation for registration of aircraft
  • Document evaluation for de‐registration of aircraft
  • Amendment to Certificate of Registration
  • How to obtain an AEP Code for transmitting Information to the International Registry of

Mobile Assets (IR) ?

  • Requirements for submitting and enforcing an IDERA

  • One year transition period from CAR OPS subpart M to

CAR M was given and all operators complied with these new requirements by 30 June 2012

serve as the background of future implementation of the Safety Management System and consequently the State Safety Program

  • Attendance to and a follow up on each ROSI by submission of

documents and investigation reports is highly recommended.

Acceptable Type Certificates in the UAE

  • UAE Type Acceptance is need for issue of C of A & C of R
  • The GCAA only validates Type Certificates Issued by:
  • European Aviation Safety Agency
  • US Federal Aviation Administration
  • Transport Canada
  • In case of Embraer or any other State of Design than the above EASA TC is validated
  • Aircraft certificated by all FAA, EASA & TCCA – State of Design TC is validated
  • CAR 21 Subpart B1 and associated AMC/GM provides more details

UAE Type Acceptance – Grandfather Provisions

  • The GCAA is running a project to issue Type Acceptance to

models covered under Grandfather provision

  • Grandfather Provision ‐ Models Issued with UAE C of A

prior to 01 Jan 2006 are considered Type Accepted in the UAE

  • Working with manufacturers in the US & Europe
  • This will facilitate import of aircraft in the UAE
