  3. Estate Improvement Budget (ARB & HRP) & Local Meetings Tenants Consultative Committee 26th March 2018 Doug Goldring Director of Housing Management

  4. Area Review Board & Housing Regeneration Project • Was £189,400 & £250k HRP • Agreed to increase ARB to £500k from 18/19 • Considerable unallocated funding • Bidding process & onus on RA’s to consult • Areas & allocation amounts not equal. Needs to link to property numbers

  6. Issues with Current System • No consensus • History of disagreement • Consultation – Council or RA? • Transparency on Bids • Not evenly allocated • Criteria & outcome to be achieved • No dedicated project management

  7. Options • Option 1 – Keep 8 ‘ARB’ local meetings • Option 2/2a - Reduce Panels to 4 or 6 – gives larger resources to be allocated for bigger impact schemes (i.e. concierge, security, environmental remodeling etc). Not all estates benefit

  8. Options Option 3 • Allocate per dwelling roughly £55 per property for ARB. £75 if include HRP. Fair way of distributing. Can carry over funding. Use funding as match funding to attract grant. • Spreads resources thinly & means smaller blocks with specific issues may move out. Communal land not evenly distributed across estates

  9. Options Option 4 • Central bidding process across borough • Resident elected panel to decide with officers • Transparency? Local knowledge? • Option 5 – Any other suggestions?

  10. Housing Regeneration Project • £250k per annum • Bid for centrally • Criteria linked to Community Safety & Environmental Improvements • Clear process, was it onerous? • Question do we keep or amalgamate

  11. Local Meetings • Period where Resident Engagement process is ongoing – will shape future. Need for meetings now to engage • Set up from May 18? • Include Performance Indicators, local management & areas where policy changes needed • Opportunity for guests for local issues • 8, 6 or 4? Views? On average less than 6 reps attended ARB • Attendance, Organisation, Venues, Communication

Views Sought on Following • Combine ARB & HRP? • Consultation – RA recommend or RA consult? • Allocation by property numbers or keep as is? • Options: Keep ARB (8), reduce number, allocate each estate or central bidding to panel. Or any others? • Local meetings now – agree or not? Include above allocation for 18/19 • Bring in project management 10-15% of costs but enables technical design/project management

Engagement and consultation tender update • Council’s IT procurement system - CapitaleSourcing • Tender live 2 March - - over 40 suppliers who have looked at the brief - ten who were recommended from the IG / TCC list - rest saw the opportunity on Gov.uk website. • A number of ‘clarification requests’ received

  15. Process: next steps 27 March (23.00): Tender closes w/c 2 April: Shortlisting Panel meets w/c 9 April: Interviews

  16. Criteria & Questions Inclusiveness (reaching as wide a group of people as possible) Innovative approaches: 1. How will you ensure that all tenants and leaseholders have multiple opportunities to be engaged? 2. We need to design a process for formally selecting residents to work with us on the formal consultation on the future management arrangements for the stock – what do you think this might look like?

  17. Criteria & Questions Integrity and independence Community focus – ‘doing with not doing to’ Understanding / grassroots knowledge of the communities 3. How can you demonstrate an understanding of the needs and concerns of tenants and leaseholders? 4. There has been a breakdown in trust with residents following the fire – many will not want to engage with us or will not trust us – how can be rebuild this trust and encourage residents to work with us as part of this consultation?

  18. Criteria & Questions Understanding the Brief Resident focus / ability to listen A realistic and achievable methodology and timetable 5. How will you deliver the key outcomes and outputs set out in the brief? 6. Residents will client this commission along with the Council – how can you involve them in managing the programme?

Criteria & Questions Relevant organisational experience Project Team: skills, knowledge, competence, and experience Interpersonal and communication skills Previous clients and references (comparable) Capacity to deliver 7. How can you demonstrate that your team will have the necessary skills, knowledge, competence, experience and capacity to deliver the project to the highest standards?
