- Asserts that Robert’s Rules of Order, Newly Revised, will be used
as the primary structure for conference business
- While administrative, it does define voting guidelines, how
delegates can seek the floor to speak (and for how long), and how the agenda can be modified
- Key Points
- Use of Proportional Voting
- Badges needed during caucus and business sessions
- Proposed amendments must be submitted in writing one day in
advance

- Delegates have typically debated when conferences occur based
- n their own narrow perspectives and not the broader needs of
the church
- If passed, the First Presidency must announce the next WC
