  4. What is an MPO? A regional, multi-modal transportation planning agency created by federal law to: • provide a forum for project selection by local officials • set policy and guide the transportation planning process • develop a multi-modal, 25-year Metropolitan Transportation Plan (MTP) • develop a multi-modal, four-year Transportation Improvement Program (TIP)

MPO Funding Categories • MPO has discretion over three categories of federal funds: Surface Congestion Mitigation Transportation Transportation Block & Air Quality Alternatives (TA) Grant (STBG) Improvement (CMAQ) • Improve safety and • Improve roadway • Shown to generate a mobility for people operations emission reductions bicycling and walking directly (i.e. • Add roadway replacing heavy-duty capacity vehicles) or indirectly • Improve public (i.e. improves transportation roadway operations) • Construct bike and/or pedestrian facilities • Improve safety

  8. 2018 Nonattainment Designation • Bexar County has violated the National Ambient Air Quality Standards and was designated marginal nonattainment for ozone • Other counties in the San Antonio-New Braunfels MSA were designated attainment/ unclassifiable

  9. CMAQ Funding • $60 million is estimated 2020 to go to our region over Fiscal Years 2020, 2021 2021 and 2022 (contingent upon federal funding) • Funding is expected to 2022 Improvement cease the fiscal year after Program air quality standards are met

Examples of Eligible Programs • Idle reduction • Parking program • Programs that encourage transit ridership • Bicycle and pedestrian programs • Travel demand management • Public education and outreach activities • Carpooling and vanpooling • Carsharing • Training • Inspection and maintenance programs • Alternative fuels and vehicles
