Plan Choice Considerations HSA or VEBA

Electing Health Savings Account

  • Can only be paired with Plan #3 and Plan #4
  • Employee can contribute their own funds into an HSA -

$3500(s)/$7000(f) - 2019

  • HSA funds can be used for a spouse or child REGARDLESS of Single or

Family group coverage

  • Any VEBA or Flexible Spending Account (FSA) must be “limited use”
  • nly for non-health insurance items (Dental, Vision, Daycare, etc.)
  • Conflict with “other coverage” (Spouse’s plan, Tricare, Medicare)
  • Upon retirement, funds cannot be used to pay individual market

premiums (Medicare premiums okay).

Electing VEBA

  • Available with all four plans.
  • No employee contribution allowed
  • VEBA funds can only be used for a spouse or dependent if you carry

family coverage OR if your spouse/dependents have other group coverage

  • Can have a full Flexible Spending Account
  • Can have “other coverage” (Medicare, Tri-Care, or spouse’s plan)
  • Can only be used for non-health insurance expenses like dental and

vision if also contributing to an HSA

  • Funds can be used for individual or group insurance AND Medicare

upon retirement
