- The past 18 months have been a concentrated effort on turning the finances
around to a more stable position.
- The forecasts for this year are good – new membership fees and cost cutting have
had a positive impact on the financial position of the organisation although we have to be careful. The end of year result will be favourable but a final result will not be available until the audit is finished.
- The next 12 months are focused on building organisational capacity and
sustainability in all areas. It will be a consolidation year.
- No ESNZ fee increases are anticipated and the organisation has plenty to work

CONSULTATION AND SURVEYS
Membership review 14 area groups and 72 individual responses as well as discipline board feedback. Still some way to go, including the affiliation fee for all events. Said we would develop a Membership Working Party to discuss other issues

Moved the ESNZ technical committee meeting to earlier in the year to ensure General Regs changes were circulated with disciplines prior to their own TC meetings and to be incorporated into their rules and discussed at AGMs. Changed the approach of the TC to include identification of issues and policy areas. Appointment of a Chief Medical Officer to be done this year.

assess the rider.

WHAT DID YOU TELL US?
CONCUSSION AND SERIOUS INJURY
Worked with Axis to develop a concussion policy. Created a section in the General Regulations specifically relating to concussion. Changed the General Regs to include minimum first aid requirements for all disciplines. Developed an online blue card system for concussion and serious injuries. This will see blue cards loaded on riders profiles. Developed information and support for officials and first aiders at events. Sent out a newsletter to all officials communicating all the rule changes. Holding a concussion workshop for any ESNZ member free of charge at the AGA on 8 October

CONCUSSION – BLUE CARDS
- We’re all responsible: Officials, other riders, friends, family.
- Concussion injuries are serious; we need to take them seriously.
- Blue Card concussion notice logged on a rider’s profile for the individual to
see, officials and entry system operators will be able to see these as well.
- To remove a blue card from a rider’s profile, the rider will have to provide
medical clearance from a GP or registered medical specialist.
- If found to be riding without providing clearance, the rider may face
disciplinary action from ESNZ.
ZERO TOLERANCE TO NON COMPLIANCE

- Current legal system delivers well at competition level
- Increasing number of complaints and issues require a different approach
- All complaints will be reviewed by a regular panel – provide consistency, clarity,
quick turnaround, and can decide whether the complaint needs to go to the Judicial committee.
- Some issues will go directly to the JC – horse welfare and breach of Clean Sport
- r Drug Free Sport rules.
- Dovetails with Constitution Review and the Member Protection Policy.
- Discipline bylaws will need to be reviewed in time to ensure consistency.
WHAT WE DID…

WHAT YOU TOLD US…
77% were happy with the ESNZ disciplinary process in the survey. However there was some discontent on how long the process took to get through. The proposal for an MPP was established as a way of ensuring members safety in areas of harrassment, child protection, sexual harrassment and privacy. There has been an increase in complaints
- f all nature. It is known that the
generation we are in is more litigious than in previous times and we need to have good systems to deal with them. Underage drinking at events will become more of an issue and may result in disciplinary action.

All members will be able to see this information on the database Official Warnings will still be recorded with the date because if a rider receives more than one in a 12 month time period there are further consequences.
A draft is available but is still subject to finalisation of the disciplinary procedures and rules. Once that is complete (August 30) the MPP will be cross referenced to ensure it is consistent with the intent of the General Regs. MPP
Both systems will operate in NZ in the coming season – both at FEI level and national level. Drug Free Sport is underpinned by the WADA (World Anti Doping Agency) system and will be administered at random events this season. TUEs (Therapeutic Use Exemptions) must be applied for prior to competition, the FEI and ESNZ will maintain a database of those in NZ with
- TUEs. The forms are available from ESNZ and the FEI.

Athletes in the USA and Europe have been caught using TUEs and stood down from competition – as a result will miss WEG. Witholding periods for “controlled” equine substances are

AFFILIATED EVENTS
From August 2018 any events that are not run by ESNZ area groups, the RAS or NZPCA will be required to be affiliated with ESNZ. This rule existed previously and as a result of continued lobbying by discipline boards the ESNZ board is reintroducing this. WHAT DOES IT MEAN? Any affiliated event can use the ESNZ rules,
- fficials and disciplinary system.
ESNZ officials working at these events are covered by insurance. Events can sign up to be affiliated online at www. nzequestrian.org.nz and can be immediately affiliated for $60. Money will be used for officials training and rules/competition development
