committee is responsible for establishing best practices based on the Illinois Dimensions of Quality and other sources to help supportive housing programs meet the highest standards in the field

The Committee also helps set the topics for the semi-annual conferences, regional workshops and other trainings as needed.

The committee keeps the membership abreast of proposed and pending legislation, changes in current funding and policies, administrative agency policy issues and lets us know when action is needed and develops advocacy campaigns as needed. If you’re an advocate or want to learn how to be an advocate this committee is for you.

 Federal  Definition of Homelessness

Homeless Children & Youth Act of 2017 (HR 15511/S611) - This bill amends the McKinney-Vento Homeless Assistance Act to modify definitions relating to homeless individuals and homeless children or youth as used by the Department of Housing and Urban Development (HUD) to verify eligibility for HUD homeless assistance programs to align them with the definitions of "homeless" used to verify eligibility for other federal assistance programs. (The amended definitions would increase access to federal homeless programs by homeless children, youth, and families.) This bill does not include funding to address the need for the increase in the number of homeless to a program that is already greatly under- funded.

 State  Rent Control

Support Statewide legislation that would lift the ban on rent control. Prevent landlords from raising rents and prevent low-income residents from being forced out of their homes, neighborhoods and cities.

Administrative Priorities:

 Increase opportunity for all supportive housing providers to

access Medicaid billing through the implementation of the

1115 ACIS Pilot Program.

 Medicaid Reimbursement – work to address issues related to

Medicaid billing issues such as billing rejections, and delayed payments.

 Lead efforts to move the Illinois Supportive Housing Task

Group Action Agenda forward.

 Strengthen the Inter-Agency Council on Homelessness and

create a Division of Homelessness to specifically address the needs of homelessness in the state of Illinois.

 Increase Advocacy efforts through broader advocacy

campaigns and community organizating at the regional level.

One of the best ways to stay in the know with all things SHPA and permanent supportive housing is to join our standing committees. All committees meet by phone so that members from all over the state can join. A brief description of each one is below. Place a check next to the committee(s) for which you are interested in learning more or would like to join. Standards and Best Practices Committee: The Standards and Best Practices committee is responsible for establishing best practices based on the Illinois Dimensions of Quality and other sources to help supportive housing programs meet the highest standards in the field. Committee members can study best practices in areas such as Continuum of Care, HEARTH Act, Harm Reduction, and Housing and Healthcare. We encourage members to use these standards in their programs. The Committee also helps set the topics for the semi-annual conference, regional workshops or other trainings as needed. This is a great opportunity to learn and share practices to help your agency and agencies throughout the state strive for service excellence. The committee meets on the fourth Monday of each month at 10:00 a.m. Residents Committee: The Residents committee consists of Residents from the membership and direct service staff who work with residents on issues related to advocacy, leadership development, and civic engagement. We discuss the various campaigns and projects within the Residents Program, how Residents can support the legislative work of SHPA, and peer to peer communication about what is happening in the various communities around the state.
