Chair – Lisa Kuklinski The Legislative and Advocacy committee keeps its ear to the ground on state and federal issues affecting supportive housing and its stakeholders. The committee keeps the membership abreast of proposed and pending legislation, changes in current funding and policies, administrative agency policy issues and lets us know when action is needed and develops advocacy campaigns as needed. If you’re an advocate or want to learn how to be an advocate this committee is for you.
The committee meets by phone on the last Monday of each month at 2:30p.

Federal Definition of Homelessness
Homeless Children & Youth Act of 2017 (HR 15511/S611) - This bill amends the McKinney-Vento Homeless Assistance Act to modify definitions relating to homeless individuals and homeless children or youth as used by the Department of Housing and Urban Development (HUD) to verify eligibility for HUD homeless assistance programs to align them with the definitions of "homeless" used to verify eligibility for other federal assistance programs. (The amended definitions would increase access to federal homeless programs by homeless children, youth, and families.) This bill does not include funding to address the need for the increase in the number of homeless to a program that is already greatly under- funded.
State Rent Control
Support Statewide legislation that would lift the ban on rent control. Prevent landlords from raising rents and prevent low-income residents from being forced out of their homes, neighborhoods and cities.

Administrative Priorities:
Increase opportunity for all supportive housing providers to
access Medicaid billing through the implementation of the
1115 ACIS Pilot Program.
Medicaid Reimbursement – work to address issues related to
Medicaid billing issues such as billing rejections, and delayed payments.
Lead efforts to move the Illinois Supportive Housing Task
Group Action Agenda forward.
Strengthen the Inter-Agency Council on Homelessness and
create a Division of Homelessness to specifically address the needs of homelessness in the state of Illinois.
Increase Advocacy efforts through broader advocacy
campaigns and community organizating at the regional level.
