Services SETA’s role in Discretionary Funded programmes
- Provide funding for the learning programme
– Allocate Discretionary funds (49.5% of levies received) towards learning programmes – Funds allocated per learner to obtain a specific qualification / workplace experience
- Register learners on National Learner Record Database
– One learner per qualification – Conduct monitoring and evaluation of the learning programme – Assess progress and suitability of workplace/training sites

- The application will be open, in the main, to:
– Services SETA levy paying and sector companies, NPOs, public institutions including TVET colleges and other organisations within the services sector
- Appointment of SDPs will be done jointly with Services SETA
- There will be no negotiation with unsuccessful entities

LP01: Learnerships unemployed (18.2)
Definition This is a structured learning programme which includes theoretical and
practical workplace experiential learning over a period of at least 12 months and
which leads to an occupationally related qualification registered on the NQF. Learners are allocated a monthly stipend for the duration of the programme. Duration: 12 months Unit cost: R36 000 Stipend: R1 500

LP02: Learnerships employed (18.1)
Definition This is a structured learning programme which includes theoretical and
practical workplace experiential learning over a period of at least 12 months and
leads to an occupationally related qualification registered on the NQF and up to NQF Level 5. Learners in this form of learnership programme already earn salaries and are therefore not entitled to a stipend. Duration: 12 months Unit cost: R18 000 Stipend: N/A

LP03: Artisans: Apprenticeships and trade tests
Definition Artisan: A person certified as competent, via a trade test, to undertake a listed trade in accordance with relevant legislation. Apprenticeship: A learning programme towards the achievement of a listed
trade, which includes a trade test in respect of that trade. It covers theory, practical and structured workplace learning (on the job training).
Duration: 12 months Unit cost: R50 000 Stipend: R2 500

LP04: Assessment and trade tests
Definition Assessment: The process used to identify, gather and interpret information against the required competencies in a qualification or part qualification in order to make a judgment about a learner’s achievement Trade Test: This is a final external practical and summative assessment undertaken by candidates who meet the requirements included in an occupational qualification for a listed trade that is administered by an accredited trade test centre. The trade certificate is issued by the QCTO. Unit cost: R4 500 Stipend: N/A

LP05: Internships: Graduates from HET institutes with full qualifications at NQF Level 5 and above
Definition An internship is a structured and monitored workplace experience gained through exposure and interactions within a real work environment. This is a 12 month workplace experience programme designed for candidates who have already
completed an NQF Level 5 and higher qualification that is relevant for
employment in the services sector, but have not yet gathered the necessary practical experience to enable them to obtain employment. Duration: 12 months Unit cost: R36 000 Stipend: R2 500

LP06: Internships: Learners seeking workplace experience to complete the Nated (N6 only) National Diploma
Definition An internship is a structured and monitored workplace experience gained through exposure and interactions within a real work environment. This is an 18 month workplace experience programme designed for candidates who have already
completed an N6 qualification relevant for employment in the services sector, but
have not yet gathered the necessary practical experience to enable them to obtain a National Diploma. Duration: 18 months Unit cost: R36 000 Stipend: R1 500

LP07: Internships: Graduates who have achieved a National Certificate Vocational (NCV) from a TVET college
Definition An internship is a structured and monitored workplace experience gained through exposure and interactions within a real work environment. This is a 12 month workplace experience programme designed for candidates who have already
completed an NQF level 1, 2, 3 or 4 national vocational qualification that is
relevant for employment in the services sector, but have not yet gathered the necessary practical experience to enable them to obtain employment. Duration: 12 months Unit cost: R24 000 Stipend: R1 500

LP10: Adult education and training for the employed and for the unemployed
Definition This is formal learning and training undertaken by adults for the improvement of their knowledge and skills for personal development, further learning and/or
- employment. This learning must result in a General Education and Training
Certificate.

Key tips for completing application form
- Complete the form early; it will take a significant amount of time to complete.
- Complete the application at least 4 days prior to the close of the application
window to guarantee that your application will go through
- Make all queries prior to the 9th September as responses to queries after
this date will not be guaranteed to be responded to
- No email or couriered applications will be accepted
- Use the checklist to collect and prepare all required documents in advance
- The form has clear guidelines on how to complete each section, what
information to provide, what templates to complete and what documents to
- upload. Following these instructions will enable you to submit a complete
application.

If an entity is successful, an intention to contract letter is signed and the following activities must be undertaken

Skills Development Providers (SDP) are responsible for the theoretical training components of a Services SETA funded training project
- SDPs are able to assist with the compilation and submission of training project
commencement requirements to the Services SETA
- It is important to ensure that the SDP is accredited for the qualifications for which learners will
be trained on (as per award letter or approved change request)
- An SDP that is not currently accredited and has not requested accreditation from the Services
SETA prior 17 August 2016 will not be approved for training by the Services SETA
- Where accreditation of SDP is pending with Services SETA, please contact Services SETA
QMD – no training may begin without appointment of an accredited SDP
- A subcontract and valid accreditation certificate indicating qualification accredited in will be
required from SDPs as part of documentation to be submitted to Services SETA
NOTE: A list of accredited training providers is available from Services SETA Quality Management Department

It is imperative that learners are placed into a suitable workplace for theoretical training. Employers must be identified and in place as a pre-requisite to commencement of funded training project
- Employers are required to employ learners who are
enrolled on the programme and submit evidence thereof to the Services SETA in the form of: – Services SETA prescribed employment template – Employer signed Services SETA learner enrolment form – Employer signed and initialled learnership 4-party agreement

How do I recruit learners?
1. Advertise – Utilise the local Print Media – newspapers, flyers / pamphlets – Conduct targeted broadcast messages via the local radio stations 2. Interviews – Structured selection process to ensure the correct type of learners are being shortlisted – Ensure that the candidate being recruited is a fit for the qualification being advertised 3. Strategic stakeholder partnerships – FET Colleges, Local Municipality, Libraries, – Entities such as National Youth Development Agency, Disabled People of South Africa, etc.
