Legal regulation of participants in the process of reconstruction of housing in all its stages is performed in accordance with:  Articles 25, 40 and 72 of the Constitution of the Russian Federation;  Civil Code of the Russian Federation;  Federal Law of the Russian Federation of December 29, 2004 № 188-FZ "Housing Code of the Russian Federation";  Federal Law of November 23, 2009 N 261-FZ "On energy saving and energy efficiency improvements and on Amendments to Certain Legislative Acts of the Russian Federation";  Legislation on local self-government, as well as on the basis of legal acts of the Russian Federation and local government.
