  • Realistic project design and budget;
  • Financial and operational capacity of partners;
  • Focus on added value and sustainable results, not costs;
  • Link between soft activities and investments;
  • Only small scale infrastructure;
  • Non-profit type of activities;
  • Project must be ready for immediate start in case of approval

(documents, procedures, institutional resources).
