Who is responsible for preparing the renewal project application?

slide-18
SLIDE 18
  • LAHSA divides you into two groups for the

SNOFA renewal process:

– Project Applicants (formerly Direct Grantees)

  • Agencies that have direct SHP grants with HUD
  • Housing Authorities

– LAHSA Project Sponsors

At the end of the day…

slide-19

  • Remember the General Rule
  • It means a different process

depending on which group you are in

HUD ESNAPS SYSTEM

slide-22
SLIDE 22
  • Project Applicants are responsible for

interfacing with eSNAPS and completing their renewal application online

  • Project Sponsors don’t interface with

eSNAPS

– They will provide and verify information about their project with the grantee (LAHSA) and/or Housing Authorities – The Project Applicant, LAHSA, or the Housing Authorities have the pleasure of making sure your project application is submitted to HUD correctly.

slide-24
SLIDE 24
  • 1. Make sure you have completed the Central Contractor

Registration (CCR) in the new System for Award Management (SAM) – You must transfer your old registration in CCR to SAM – You should receive a notice from grants.gov indicating that your registration will expire in 60 days – You will not be able to access eSNAPS if you do not register in SAM – www.sam.gov

Things to complete before working in eSNAPS

slide-25
SLIDE 25
  • 2. Find your eSNAPS Username & Password
  • Please make sure you have this prior to accessing

esnaps

– If you cannot get it from the staff that left the agency last year, then you need to contact the eSNAPS administrators to create a new username and password – File it somewhere for next year

  • LAHSA does not know your username and

password, nor can we get that for you. We cannot even see your project without your permission.

Things to complete before working in eSNAPS

slide-26
SLIDE 26
  • 1. Applicant Profile
  • 2. Project Application

eSNAPS Project Application

slide-27
SLIDE 27

– Identifies your agency as the grantee

  • Section to upload all pertinent agency identifying

documents and forms

– HUD form 2880 – 501 (c) 3 paperwork (if you are a non-profit entity)

slide-28
SLIDE 28

Accessing the Project Application

slide-29
SLIDE 29
  • The project application CANNOT be “imported”

from the prior year’s application

– Agencies will have to re-enter all data/information in the project application

  • Project Applicants are responsible for…

– Reviewing inputted information – Making any necessary changes as approved by HUD – Submitting the application to LAHSA

  • Once LAHSA receives the application it will be

reviewed for major errors and sent back for corrections if necessary

eSNAPS Project Application

slide-30
SLIDE 30
  • After all projects applications are

corrected and received in the CoC (LAHSA) list…

– The projects are either accepted or rejected by the CoC lead – All accepted projects will be ranked and submitted to HUD. – All new projects will be ranked as well

COC PRIORITY RANKING PROCESS

For New and Renewal Projects

slide-32
SLIDE 32
  • HUD has mandated that all projects be ranked

within eSNAPS at least 15 days prior to the close

  • f the competition.
  • This date is January 3, 2013, but our goal is to

complete this process before the holidays.

CoC Priority Ranking Process

slide-33
SLIDE 33
  • For the 2012 Competition, HUD has created a

two-tiered ranking system.

– Tier 2 – High priority, high performing, meets CoC gaps – amount for Tier 1 projects is based on the value

  • f Annual Renewal Demand (ARD) less 3.5%. LACoC

= $76,848,578 – Tier 2 – May meet CoC needs and gaps, but are lower performers or lower priority for the CoC – amount for Tier 2 is based on value of 3.5% of ARD + Planning $ + PH Bonus. LACoC = $9,094,166

CoC Priority Ranking Process

slide-34
SLIDE 34
  • Ranking Criteria for the two-tiered approach will

be based upon HUD’s specifications in the NOFA and will reflect projects categorized as “High need”, “high performing” and “meeting the CoC gaps”.

  • Every effort will be made to solicit community

involvement as we work through these issues.

  • Please ensure you read all future emails and

correspond within the timeline provided.

CoC Priority Ranking Process

slide-35
SLIDE 35
  • HUD will establish “Extreme High Needs”

to prioritize new PH Bonus projects. Areas to be based on:

– Number of homeless persons – Unemployment – Ratio of sheltered to unsheltered persons – Foreclosures – Preliminary Pro-Rata Need (PPRN) – Number of chronically homeless
