1. Local Plan - What is it?

  • Will replace UDP, BAAP, Employment DPD etc to

become part of the “development plan”

compliance” before submission for examination.

  • Follows engagement on ‘Policy Options’ in June-

July and the ‘Revised Site Allocations’ in October.

Local Plan - what does it include?

Written to be used alongside the London Plan (including the Further Alterations to the London Plan) and National Planning Policy Framework when considering planning applications. The plan includes:

  • Spatial vision for the borough 2015 to 2030
  • Spatial visions for the borough’s 10 districts
  • Policies: strategic and development management
  • 67 site allocations for housing and infrastructure
  • Infrastructure Delivery Schedule

Key points

  • Increase rate of housing delivery, to total of 12,330. Clear strategy for where

and when;

  • The regeneration of Hounslow and Brentford town centres to deliver new retail

and leisure facilities etc;

  • New employment growth – at town centres, the established industrial areas

and at the Great West Corridor – SOLDC. London Plan designation

  • Major transport infrastructure to improve public transport access to Great West

Corridor;

  • Opposing further expansion of runway or terminal capacity at Heathrow

Airport;

  • The redevelopment of Feltham Arenas as a sporting and recreation hub;
  • The restoration and enhancement of Boston Manor and Gunnersbury Park as

major heritage and open space assets; and

  • The expansion of schools to accommodate the increase in pupil numbers
  • Future – AAP at the Great West Corridor and the Heathrow Opportunity Area

Brentford

The approach for Brentford:

  • High levels of growth focussing on

the Golden Mile section of the A4 Great West Road, Brentford town centre and the land south of the High Street, including a number of strategic site allocations;

  • Regeneration of Brentford town

centre;

  • Promoting the Golden Mile and a

strategic employment area;

  • Public transport improvements,

including links to Southall and Willesden Junction via Old Oak Common;

  • Securing the regeneration of heritage

assets.

Isleworth

The approach for Isleworth:

  • Maintaining and improving the

riverside village character through preserving and protecting the varied townscape;

  • There is little room for new

development, so the established character will be safeguarded, with redevelopment focussed on strategic sites including Nazareth House, Europa House and John Bush House/Telephone Exchange;

  • Safeguarding Isleworth Ait and views

to this important local nature reserve; and

  • Safeguarding Mogden Sewage Works

and working with Thames Water to address and mitigate the environmental impacts.

Osterley and Spring Grove

The approach for Osterley and Spring Grove:

  • Predominantly residential area -

redevelopment of the allocated sites will be encouraged, including land southwest of Gillette Corner and 632- 652 London Road;

  • Promote Osterley House and Park as

key heritage and green assets and protect views to Osterley Park and from within and across existing areas

  • f Metropolitan Open Land; and
  • Public transport improvements,

including links to Southall and Willesden Junction via Old Oak Common.

Consultation - How can you get involved?

  • All information and evidence is on the rebuilt website.
  • This includes Context and Character Study – comments on

the design recommendations are invited

  • Presentations during March to the Area Forums and a the

meeting of the Local Residents Associations

  • The consultation runs for six weeks – finishes Tuesday 22

April at 5pm.

  • Responses by posted to the Planning Policy Team or

emailed to LDF@hounslow.gov.uk

What next?

The Local Plan timetable:

  • Consultation closes 5pm Tuesday 22 April 2014.
  • Submission to Planning Inspectorate in June.
  • Examination in Autumn 2014.
  • Adoption by Borough Council in March 2015.

  • 2. Community Infrastructure Levy

Community Infrastructure Levy Preliminary Draft Charging Schedule

  • Consultation runs parallel to Local Plan consultation
  • First stage of public consultation on a ‘Hounslow CIL’,

which will be a charge on new development in Hounslow to help fund new infrastructure. (In addition to the Mayor’s CIL).

  • A charge is proposed on: new residential development,

supermarkets, superstores and retail warehousing, plus a nominal charge for all other uses. (Some exclusions for affordable housing and public services).

Community Infrastructure Levy

  • Simple, modest and economically viable when taken

together with s106 requirements. Reviewable

  • S.106 requirements will be scaled back after April

2015.

  • Further consultation in early summer 2014, followed

by examination of the Charging Schedule immediately after that for the Local Plan examination.

West London Waste Plan Proposed Submission

  • Consultation until Friday 11 April
  • Joint plan and project management with Brent, Ealing,

Harrow, Hillingdon and Richmond.

  • Details how the six borough’s London Plan waste

‘apportionments’ will be managed.

  • For Hounslow - allocates a site at Western International

Market for waste management
