data ¡ ¡illicit ¡mari+me ¡ac+vi+es ¡in ¡tri-­‑border ¡ Southeast ¡Asia ¡because ¡some ¡incidents ¡are ¡not ¡ detected ¡or ¡even ¡reported ¡and ¡this ¡situa+on ¡pose ¡ a ¡great ¡challenge ¡for ¡interdic+on ¡and ¡preven+on. ¡ ¡

• ¡If ¡incidents ¡are ¡detected, ¡there ¡is ¡a ¡perennial ¡

problem ¡of ¡under-­‑repor+ng, ¡which ¡ underes+mates ¡the ¡nature ¡of ¡threats ¡in ¡the ¡ mari+me ¡domain ¡of ¡tri-­‑border ¡Southeast ¡Asia. ¡ ¡ ¡ ¡

the ¡repor>ng ¡of ¡incidents ¡pertaining ¡to ¡piracy ¡and ¡ armed ¡robbery ¡against ¡ships ¡because ¡of ¡ ¡

– the ¡Piracy ¡Repor+ng ¡Centre ¡(PRC) ¡of ¡Interna+onal ¡Mari+me ¡ Bureau ¡(IMB) ¡based ¡in ¡Malaysia; ¡and, ¡ – ¡the ¡Informa+on ¡Sharing ¡Centre ¡(ISC) ¡of ¡the ¡Regional ¡ Coopera+on ¡Agreement ¡on ¡Comba+ng ¡Piracy ¡and ¡Armed ¡ Robbery ¡against ¡Ships ¡in ¡Asia ¡(ReCAAP) ¡based ¡in ¡Singapore. ¡ ¡ ¡

differences ¡on ¡reported ¡figures ¡because ¡of ¡their ¡ dissimilari+es ¡on ¡the ¡defini+ons ¡of ¡piracy. ¡ ¡ ¡

• Nonetheless, ¡these ¡two ¡repor+ng ¡centers ¡

contribute ¡“substan+ally” ¡on ¡mari+me ¡domain ¡ awareness ¡of ¡piracy ¡situa+on ¡in ¡tri-­‑border ¡ Southeast ¡Asia. ¡

• Reported ¡incidents ¡of ¡armed ¡robberies ¡against ¡ships ¡

and ¡vessels ¡in ¡Indonesia ¡have ¡seen ¡a ¡rise ¡for ¡the ¡ past ¡two ¡years. ¡ ¡ ¡

• From ¡40 ¡reported ¡incidents ¡in ¡2010, ¡armed ¡

robberies ¡against ¡anchored ¡vessels, ¡tugs ¡and ¡barges ¡ in ¡Indonesia ¡increased ¡to ¡46 ¡in ¡2011. ¡ ¡ ¡ ¡

• Pirates ¡operated ¡mostly ¡in ¡the ¡waters ¡of ¡Anambas, ¡Natuna, ¡Mangkai, ¡ ¡

Merundung, ¡Tanjung ¡Priok, ¡Jakarta ¡and ¡Dumai. ¡ ¡

• Armed ¡with ¡guns, ¡knives ¡and ¡machetes, ¡pirates ¡normally ¡aSack ¡at ¡night ¡

+me ¡and ¡they ¡are ¡usually ¡local, ¡peSy, ¡and ¡opportunis+c ¡individuals ¡involved ¡

• nly ¡in ¡small-­‑scale ¡opera+ons ¡in ¡the ¡anchorages ¡of ¡Balikpapan, ¡Belawan, ¡

Dumai, ¡Muara ¡Jawa, ¡Samarinda, ¡Surabayam ¡Taboneo, ¡and ¡Tanjung ¡Priok, ¡ among ¡others. ¡ ¡ ¡

• Jumdail ¡Gumbahali ¡is ¡planning ¡to ¡

launch ¡a ¡big ¡kidnapping ¡opera+on ¡in ¡ the ¡waters ¡bordering ¡the ¡Philippines ¡ and ¡Malaysia. ¡ ¡ ¡

• Dubbed ¡by ¡the ¡ASG ¡as ¡the ¡“big ¡plan”, ¡

this ¡opera+on ¡is ¡similar ¡to ¡the ¡2000 ¡ Sipadan ¡Hostage ¡taking ¡incident ¡that ¡ targeted ¡foreign ¡na+onals ¡in ¡the ¡ border ¡of ¡Malaysia. ¡ ¡

• There ¡is ¡s+ll ¡a ¡great ¡deal ¡of ¡effort ¡to ¡raise ¡the ¡na+onal ¡

capacity ¡of ¡liSoral ¡states ¡to ¡confront ¡these ¡threats ¡by ¡ detec>on, ¡interdic>on ¡and ¡preven>on. ¡ ¡ ¡

• The ¡Philippines, ¡par+cularly, ¡s+ll ¡needs ¡to ¡enhance ¡its ¡

na+onal ¡capacity ¡to ¡combat ¡piracy ¡and ¡terrorism ¡in ¡its ¡ very ¡huge ¡mari+me ¡domain, ¡even ¡if ¡achievements ¡ towards ¡this ¡end ¡have ¡been ¡recorded ¡in ¡recent ¡years. ¡ ¡ ¡
