1/31/12 ¡ • However, ¡these ¡two ¡repor+ng ¡centers ¡have ¡ differences ¡on ¡reported ¡figures ¡because ¡of ¡their ¡ • Reported ¡incidents ¡of ¡armed ¡robberies ¡against ¡ships ¡ dissimilari+es ¡on ¡the ¡defini+ons ¡of ¡piracy. ¡ ¡ ¡ and ¡vessels ¡in ¡Indonesia ¡have ¡seen ¡a ¡rise ¡for ¡the ¡ past ¡two ¡years. ¡ ¡ ¡ • Nonetheless, ¡these ¡two ¡repor+ng ¡centers ¡ contribute ¡“substan+ally” ¡on ¡mari+me ¡domain ¡ • From ¡40 ¡reported ¡incidents ¡in ¡2010, ¡armed ¡ awareness ¡of ¡piracy ¡situa+on ¡in ¡tri-­‑border ¡ robberies ¡against ¡anchored ¡vessels, ¡tugs ¡and ¡barges ¡ Southeast ¡Asia. ¡ in ¡Indonesia ¡increased ¡to ¡46 ¡in ¡2011. ¡ ¡ ¡ ¡ Philippine Institute for Peace, Violence and Terrorism Research Philippine Institute for Peace, Violence and Terrorism Research www.pipvtr.com ¡ www.pipvtr.com ¡ • Pirates ¡operated ¡mostly ¡in ¡the ¡waters ¡of ¡Anambas, ¡Natuna, ¡Mangkai, ¡ ¡ Merundung, ¡Tanjung ¡Priok, ¡Jakarta ¡and ¡Dumai. ¡ ¡ • But ¡the ¡greater ¡problem ¡confron+ng ¡the ¡ mari+me ¡security ¡of ¡tri-­‑border ¡Southeast ¡Asia ¡ • Armed ¡with ¡guns, ¡knives ¡and ¡machetes, ¡pirates ¡normally ¡aSack ¡at ¡night ¡ +me ¡and ¡they ¡are ¡usually ¡local, ¡peSy, ¡and ¡opportunis+c ¡individuals ¡involved ¡ is ¡terrorism. ¡ only ¡in ¡small-­‑scale ¡opera+ons ¡in ¡the ¡anchorages ¡of ¡Balikpapan, ¡Belawan, ¡ Dumai, ¡Muara ¡Jawa, ¡Samarinda, ¡Surabayam ¡Taboneo, ¡and ¡Tanjung ¡Priok, ¡ among ¡others. ¡ ¡ ¡ • Though ¡terrorist ¡threats ¡in ¡the ¡region ¡are ¡ viewed ¡to ¡have ¡been ¡managed ¡successfully ¡by ¡ governments ¡in ¡the ¡Philippines, ¡Malaysia ¡and ¡ Indonesia, ¡because ¡of ¡na+onal ¡and ¡regional ¡ counter-­‑terrorism ¡measures, ¡these ¡threats, ¡ however, ¡have ¡not ¡been ¡totally ¡eliminated. ¡ ¡ ¡ ¡ Philippine Institute for Peace, Violence and Terrorism Research Philippine Institute for Peace, Violence and Terrorism Research www.pipvtr.com ¡ www.pipvtr.com ¡ Philippine Institute for Peace, Violence and Terrorism Research Consulting – Training - Researching C ountering Political Violence and Terrorism Through Peace Research www.pipvtr.com ¡ 2 ¡
