Air pollution and health

Road traffic-related air pollution is a major source of preventable air pollution affecting everyone’s health Air pollution (including fine particulate matter (PM2.5 and PM10) and nitrogen

Air Quality in Scotland

  • Transport emissions contribute to over a third of nitrogen oxide

emissions in Scotland.

  • In 2010, the UK Government Department of Health’s Expert Advisory

Committee, the Committee on the Medical Effects of Air Pollution (COMEAP), estimated that poor air quality shortens average life expectancy in Scotland by three to four months (compared to six to seven in England and Wales), and vulnerable groups are disproportionately affected (Health Protection Scotland, 2014).

  • Currently, no nationally consistent standards for LEZs exist, which

explains in part why no Scottish local authority has ever implemented a LEZ.

  • Introduce Low Emissions Zones (LEZ)

into Scotland’s four biggest cities between 2018 and 2020

“Building Scotland’s Low Emission Zones” Consultation

  • Consultation paper sets out the proposed

arrangements and options to deliver consistent, well-designed and managed LEZs in Scotland.

  • Open for responses Sept – Nov 2017.
  • In total, 967 responses were received
  • There was a high level of consensus among

respondents with 95.5% supporting the principle of LEZs to help improve air quality in Scotland

A Scottish Government spokesperson said: “As we set out in the Programme for Government, the need for the Scottish Government and the Scottish Parliament to process Brexit legislation meant this might have an impact on the legislative programme. As a responsible government – and in the absence of the UK Government ruling out the possibility of No-Deal - Scottish Ministers are taking action to deliver a functioning statute book ahead of exit day. The deferral of a few bills are unconnected to the Budget and were discussed with the parliamentary bureau and agreed in conjunction with relevant committee Conveners. It is highly regrettable that Brexit is impacting on our priorities in this way. We remain committed to the delivery of our ambitious legislative priorities, once this period of intense Brexit activity has passed.” Aim for Stage 2 before summer recess (June 2019) – Recess 30 June to 1 September

Grace periods

The grace period applicable to non-residents must expire:

  • not less than 1 year after it begins, and
  • not more than 4 years after it begins.

The grace period applicable to residents must expire:

  • not less than 1 year after the expiry of the grace period

applicable to non-residents, and

  • not more than 2 years after the expiry of that period.

Glasgow

Scotland's first low emission zone, covering Glasgow city centre commenced on 31 December 2018. LEZ is being phased in and to start with, will only apply to local service

  • buses. This will apply to 20% buses from the launch date, increasing to

100% by December 2022. On 31 December 2022 when the LEZ is fully implemented, all vehicles entering the zone will need to be fully compliant.
