Programs in a region that has virtually no Adult Education Programs but have populations deemed high-risk:

Sierra Conservation Center – almost 5,000

Jail realignment – unintended consequences

High substance abuse rate – in almost all age groups
S
One of the highest suicide rates in the state
S
Tuolumne & Calaveras poverty rates for families with children
S
Unemployment rates not a reliable indicator S
Community Health Assessment:
S
“Employment opportunities are limited. This means that many families have low to no income. Thus, poverty rates tend to be high, especially for young families with children. “
S
“Limited transportation disproportionately effects the high percentage of elder citizens and those living in poverty.”
S Adult Education leading to a High School Diploma…
S Sonora UHSD, Summerville UHSD, Big Oak Flat Groveland,
Calaveras River Academy (CCOE) S GED and ESL – growing need for additional locations S Columbia College to serve as the link to lead to increasing
access and success in CTE courses
S New partner in Adult Education
S Natural connection to bridge services between incarcerated
population and Columbia College/Job Training services
S Connecting High Schools so programs can become robust and
self-sustaining.
S
PD, sharing of FTE, establishment of effective practices
S Columbia College partnerships between High School and
COE already established. This strengthens the partnership.
S All the pieces need to be there for the effort to be
implemented successfully.
S No one service is enough to address the chronic unemployed,
high poverty population.
S Distance cannot be reduced, but collaborative efforts can make
it manageable.
S County Offices are prepared to take on leadership role in order
to ensure stability, successful implementation, and assessment
