Transport for business – Transport as a business

. EU economy is one of the most

  • pen in the world

. The prosperity of the EU owes much to the internal market and to trade links with the rest of the world . The transport industry is an important part of the economy

Outline

.

Challenges ahead

.

A vision for the transport system of 2050

.

1 target (-60% GHG emissions) and 10 indicative goals/benchmarks to guide policy action

5 Roadmap to a Single European Transport Area

Increasing oil price and persistent oil dependency

.

Transport depends on oil for about 96% of its energy needs.

.

The transport sector accounts for almost 90% of the projected increase in global oil use.

. 750 million cars today, 2.2 billion in 2050

.

The depletion of reserves and growing global demand would lead to ever higher oil prices.

Growing congestion and poorer accessibility

. Fuel costs and congestion levels are expected to rise

significantly by 2030, leading to further divergences in accessibility

7 Roadmap to a Single European Transport Area

A tight carbon budget for the transport sector

.

Transport accounts for about 1/4 of GHG emissions in the EU: 60% comes from passengers 1/4 is urban 1/5 is inter-continental

  • ver half is medium-distance

. The international community has agreed to limit climate change to 2 the objective of reducing GHG emissions in the EU by 80 to 95% by 2050 compared to 1990 levels

8 Roadmap to a Single European Transport Area

Meeting the challenge

. To meet the challenges, transport has to:

  • Use less energy
  • Use cleaner energy
  • Exploit efficiently a

multimodal, integrated and ‘intelligent’ network

9 Roadmap to a Single European Transport Area

Freight

  • High global maritime standards
  • More

efficient hinterland connections for ports

  • Modern vessels and cleaner

fuels for shipping

  • Paperless logistics
  • Multimodal long-distance freight

corridors

  • No barriers to maritime transport
  • Cleaner

trucks

  • n

shorter distances

  • Better interface between long

distance and last-mile

  • Freight

consolidation centres and delivery points

  • ITS for better logistics
  • Low-noise

and low-emission trucks for deliveries Passengers

  • Adequate capacity and improved
  • verall travel experience

(efficient links between airports and rail, minimum hassle for personal security screening…)

  • Seamless multimodal travel

(online multimodal info and ticketing, multimodal hubs…)

  • Quality service and enforced

passengers’ rights

  • Near-zero casualties for road
  • Non-fossil mobility (Clean and

efficient cars; Higher share of public transport; Alternative propulsion for urban buses and taxis; Better infrastructure for walking and cycling)

Long-distance travel and intercontinental freight Intercity travel and transport Urban transport and commuting

10 Roadmap to a Single European Transport Area

Some of the 10 goals affecting energy use in transport

|

10 Roadmap to a Single European Transport Area

  • 40% of low-carbon sustainable fuels in aviation and 40% (if feasible

50%) less emissions in maritime by 2050

  • A fully functional and EU-wide multimodal TEN-T ‘core network’ by

2030, with a high quality and capacity network by 2050 and a corresponding set of information services.

  • By 2050, connect all core network airports to

the rail network, preferably high-speed; ensure that all core seaports are sufficiently connected to the rail freight and, where possible, inland waterway system.

  • Deployment of SESAR by 2020 and

completion of the European Common Aviation

  • Area. Deployment of ERTMS, ITS, SSN and

LRI, RIS and Galileo.

  • Move towards full application of “user pays”

and “polluter pays” principles.

11 Roadmap to a Single European Transport Area

How to do it – 4 “i”s and 40 actions

nternal market: Create a genuine Single European Transport Area

by eliminating all residual barriers between modes and national systems.

nnovation:

EU research needs to address the full cycle of research, innovation and deployment in an integrated way.

nfrastructure: EU transport infrastructure policy needs a common

vision and sufficient resources. The costs of transport should be reflected in its price in an undistorted way.

nternational:

Opening up third country markets in transport services, products and investments continues to have high priority.

slide-12
SLIDE 12

|

12 Roadmap to a Single European Transport Area

How to do it – The 4 “i”s

nternal market:

  • The European Maritime Transport Space without

Barriers should be further developed into a “Blue Belt” of free maritime movement in and around Europe.

  • Review restrictions on provision for port services.
  • Implement the measures identified for action in the

Maritime Social Agenda.

  • Develop SafeSeaNet into the core system for all

relevant maritime information tools needed to support maritime safety and security.

  • Assess the feasibility of the creation of an EU register

and EU flag for maritime.

  • Assess the feasibility of shared functions for

coastguards in the EU.

slide-13
SLIDE 13

|

13 Roadmap to a Single European Transport Area

How to do it – The 4 “i”s

nnovation:

  • A technology roadmap: joint European efforts will

bring the greatest European added value in areas such as clean, safe and silent vehicles for all different modes of transport (including new materials, new propulsion systems and the IT and management tools to manage and integrate complex transport systems).

  • Appropriate standards for CO2 emissions of vehicles

in all modes, where necessary supplemented by requirements on energy efficiency to address all types

  • f propulsion systems.
slide-14
SLIDE 14

|

14 Roadmap to a Single European Transport Area

How to do it – The 4 “i”s

nfrastructure:

  • Revision of TEN-T (2011) based on the creation of a

‘core network’ and on a corridors’ approach.

  • Internalise costs for local pollution and noise in ports

and airports, as well as for air pollution at sea (2016- 2020).

slide-15
SLIDE 15

|

15 Roadmap to a Single European Transport Area

How to do it – The 4 “i”s

nternational:

  • Extend internal market rules through work in

international organisations (WTO, ICAO, IMO, OTIF, OSJD, UNECE, the international river commissions etc) and, where relevant, attain full EU membership.

  • Promote European safety, security, privacy and

environmental standards worldwide.

  • Reinforce the transport dialogue with main partners.
