  • 2013. I will tell You about new vessels and oil spill combating equipment, about exercises
  • n oil spill combating, and also about operations on oil spill combating which were held
  • n Russian zone of responsibility in Baltic Sea for this period.

(slide 2) I would like to inform You that on December 17 State Commission accepted into exploitation of the third multifunctional emergency rescue vessel of ice category Arc 5, 4 megawatts power of project MPSV07 “Spasatel Zaborschikov”. This vessel was built on Nevskiy Shipbuilding factory by request of Federal Agency

  • f Maritime and River Transport for SMPCSA of Russia.

This vessel as well as vessel “Spasatel Karev” today are the most powerful emergency rescue vessels which are equipped with the latest technology. These vessels had been built at the expense of Federal purpose-oriented program “Development of transport system of Russia”. Multifunctional emergency rescue vessels of project MPSV07 have unlimited area of navigation of strengthened ice class and can be used for search and rescue of vessels in disaster; search, rescue and evacuation of people; refloating of emergency vessels and their towage; fire fighting on vessels; fire fighting of fuel on water; oil spill combating: implementation of underwater operations at depths up to 300 m, survey of seabed and damaged objects at depths up to 1000 m. (slide 3) On the basis of Agreement between Government of Russian federation and Government of Kingdom of Norway on cooperation at search missing in action and rescue терпящих бедствие людей on Barents Sea» on June 5, 2013 in Varanger-Fiord it was conducted Russian-Norwegian exercise «Barents 2013». During exercise rescue services of Russia and Norway worked out activities on search and rescue of people in disaster at sea. Objectives of exercise were:

  • 1. To work out cooperation with Russian forces within the framework of Regional

Plan and with Norwegian forces within the framework of Joint Contingency Plan of Cooperation at oil spill combating.

  • 2. To work out activities of joint operation control staff as management authority of

forces at oil spill combating operations.

After exercise ending on the ship of Norwegian coast guard CV «Senja» was conducted briefing on analysis of results of exercise. According to opinion both Russian and Norge sides objectives of exercise were worked out with good quality. (slide 4) On August 27-28, 2013 SMPCSA organized and conducted complex exercise accident consequences elimination on sea and shore objects of Kirinskoye gas condensate field. The area of exercise was The Sea of Okhotsk, sea area of Kirinskoye gas condensate field and sea objects of Kirinskoye gas producing Administration. Exercise was conducted in 3 stages: I stage. Search and rescue of people in disaster at sea. Time of conducting was 10.00 — 12.00 August 27. II stage. Oil spill combating on sea and shore objects of Kirinskoye gas condensate field. Time of conducting was 10.00 — 15.00 August 28. The second stage included 2 episodes:

  • oil spill combating at sea and seashore;
  • oil spill combating on land.

III stage. Assistance for emergency vessel. Time of conducting was 13.00 — 16.00 August 27. During exercise it was worked out interaction between search and rescue services of

  • rganizations participated in exercise, their authorities of control in evacuation of suffered

from water and emergency vessel, assistance for emergency vessel, oil spill combating at sea, coastal strip and shore. Exercise was conducted successfully, objectives were achieved, tasks were carried out. And also I would like to say about one future exercise. On the initiative of Security Council of Russian Federation on August 5-7, 2014 in the city of Naryan-Mar will be conducted the fourth international meeting of high representatives of states which are members of Arctic Council. Within the framework of this meeting will be conducted international complex exercise Arctic-2014. This exercise will be conducted in the area of

  • il field Prirazlomnoye.

2 stages of this exercise:

1) Search and rescue of people in disaster at sea; 2) Oil spill combating after tanker accident, protection and cleaning of coastal strip from oil pollution. In the exercise is planned participation of forces, equipment and management authorities from EMERCOM of Russia, Ministry of Defense of Russia, Board Guard Service of Federal Security Service, Federal Agency of Maritime and River Transport, Federal Agency of Air Transport, Companies “Gazprom”, “Lukoil” and aircrafts from USA and Norway. (slide 5) It is also necessary to say about operations on oil spill combating which were conducted on Baltic Sea in 2013. On this slide You can see full list of operations on oil spill combating with indication of date, place, character and origin of spill. About some of

  • perations I would like to tell You some more details.

(slide 6) On April 6, 2013 was occurred oil spill in Port Saint-Petersburg, near dock #32. It was fuel oil spill of mark IFO-380, size of spill was about 1 square m. It was collected 2,4 cubic metres of oil and water mixture. Origin of spill was vessel “Lilaste”. (slide 7) On June 1, 2013 in Port Saint-Petersburg was occurred fuel oil oil. Area of pollution was 15 square meters. It was collected 0.5 cubic meters of oil and water mixture, percentage of fuel oil – 90 %. Source of spill has not been determined. All works on listed oil spills consequences combating were conducted by Baltic Salvage & Towage Company. Most of oil spills was occurred at bunkering in ports. It is necessary to say that after conducting all of operations on oil spill combating there was no distribution of oil in large water area. (slide 8) Thank You for Your attention!
