different biochemical properties. JWH-018 is 4 to 5 times more potent than THC, while HU-210 is 100 to 800 times more potent than natural THC.

Lessons Learned from Other States:

Studies show that the average user of “medical marijuana” in California is a 32-year-old male with no chronic illness and a history of substance abuse. Marijuana use rates for youth increase with legislative changes that increase access. Medical Marijuana States are marketing a variety of products with THC at much a much higher concentration.

Lessons Learned from Other States:

In Colorado drivers who tested positive for marijuana in fatal crashes doubled. Colorado patients, caregivers, and dispensaries have all diverted marijuana to 23 different states. In Denver alone, there are more dispensaries licensed to sell marijuana (400) than the number of Starbucks in the entire state of Colorado (375).
