  6. HM5 – 5a – Competitor Eligibility New: These skills must be developed before arriving at the Rally. Regardless of the USPC Member’s level or certification, the Member must be capable of fulfilling the following basic requirements to be eligible to Rally: • The stall/tie area must be kept safe and clean • The mount must have water or be offered water at least every hour, and • All equipment must be in safe condition and the Competitor must know how to use it. Old: • These skills should be developed before arriving at the Rally.

  7. HM6 – 6e – Neutral Zone New: The Neutral Zone is a designated area open to Competitors, Chaperones and parents where the delivery/pick-up of lunches, money, ice, medications, etc. can be coordinated. It is also a convenient place for teams to meet Chaperones or Coaches. • The Neutral Zone location will be communicated at the opening briefing. • It is encouraged for competitors, parents, Chaperones and Coaches to coordinate specific meeting times prior to the start of the competition day, if possible. • Competitors are encouraged to speak to parents, Chaperones and Coaches in the Neutral Zone or while as a spectator. Unauthorized Assistance is still not permitted anywhere on the competition grounds. For more information regarding Assistance & Unauthorized Assistance, refer to HM 6d & 6f respectively. Old: The Neutral Zone is a designated area open to Competitors, Chaperones and parents, where arrangements may be made for delivery/pick up of lunches, medications, etc., and for teams to meet Chaperones.

It is acceptable for competitors to leave the barn area if all barn/horse care responsibilities are finished and team members have communicated to each other where they will be and when they will return. The CHMJ will announce any specific expectations regarding leaving the barn area, during the Initial Briefing. Some examples of possible expectations are: • Requiring that the team communicate to the discipline’s HM office that the team is leaving • Signing out/signing in from the barn area • Specific daily barn open and barn closing procedures

HM7 – 7a.1 – Helmet Check New: Helmets at USPC Activities Acceptable Unacceptable Helmet must meet all requirements Helmet has any of the following below: deficiencies:  Fit properly  Does not fit properly  Certification by one of the following  Does not have certification by an international or national safety bodies: approved international or national American Society for Testing safety body •  Poor condition (e.g., cracks, frayed Materials (ASTM), • European Normes (BS-EN), harness) ▪ British (PAS), ▪ Australian/New Zealand (AS/NZ) ▪

HM7 – 7a.1 – Helmet Check Old: Helmets at USPC Activities Acceptable Unacceptable Helmet must meet all requirements Helmet has any of the following below: deficiencies: Fit Properly Does not fit properly ASTM/SEI approval* Does not have an ASTM/SEI seal *Indicates the helmet meets ASTM Poor condition (e.g., cracks, frayed standards, verified by the Safety harness) Equipment Institute (SEI), which maintains an updated list of helmets meeting ASTM F1163.

  11. HM7 – 7a.2 – When a Helmet is Not Acceptable New: Any questions a Member, Parent and/or Chaperone has about helmet fit or condition will be referred to the TD. Old: Any questions a Member, Parent and/or Chaperone has about helmet fit or condition will be referred to the TD or the Organizer.

  12. General Requirements for Attire at all times at USPC Activities Item Requirements Identification Members must wear their pinnie and/or other designated form of ID as applicable. Medical Armband Members must wear an Armband on either upper arm with a copy of their current, complete and signed Medical Card at all times while on competition grounds.  To protect the Members’ privacy, it is recommended that the Medical Card be folded so the personal information is not easily seen.  At the discretion of the Organizer, Quiz Competitors may carry their Medical Card either in their Name Tag holders or in an Armband. – this line has been deleted from 2014 HMH  Tetrathlon Competitors will not be required to wear their armbands while shooting or swimming, but must have them visible and next to them for these activities and must wear them at all other times. Tip: Safety pins may be used to secure an armband to a sleeve to keep the Armband from slipping down.

HM7 – 7b – Je Jewelry ry New: added line • Any Member choosing not to remove the jewelry will be disqualified from the entire competition by the TD/Ground Jury. • Medical alert jewelry is permitted.   16. HM7 – 7e – Attire for Horse In Inspections (J (Jog Out) New: added line Competitor attire for Horse Inspections (Jog Outs) must be safe, appropriate, neat and clean. Horse Inspections (Jog Outs) are often the first time the judge(s) see Competitors and their mounts. Therefore, out of respect for the Inspection Panel and to make a good first impression, Competitors must dress in a safe and appropriate manner, to include: - Proper unmounted (HM7c) or mounted (HM7f) footwear -Neat slacks/skirt/walking shorts/riding pants and Polo or other neat, workmanlike attire, (e.g., khakis and a Polo shirt), and -Approved helmet (HM7a and Appendix G) Gloves are recommended, but not required. Blue jeans and blue jean shorts are not permitted.

HM7 – 7g – Exercising & Schooling Attire New: Proper exercising & Schooling attire includes: • Approved helmet (HM7a) • Jodhpurs, breeches, riding tights or discipline appropriate long pants • Collared shirt that covers the shoulder, e.g., Polo shirt, and • Approved mounted footwear (HM7f).
