“ The measures in this report make use of a new source of data that provide a comprehensive estimate of employment, benefits, and learning activity
2010/ 11]. The data has been used here to provide experimental data for a new set of outcome based success measures for publicly funded post-19 FE and skills in England. However, this is a first step in using these new data which have a broad range of potential applications, and are capable of producing other rich complementary sets of measures.”
important accountability tool, both for FE providers on the quality of their post-19 provision, and awarding organisations for the quality of their qualifications.” As well as being “ a possible replacement for the current destinations data used in FE Choices”
The outcome based success measures show data for:
All 19+ S
kills learners funded through the Adult S kills Budget
All 19+ Apprenticeship learners funded through the Adult S
kills Budget Therefore this report does not include: x Learners funded through the Adult Community Learning Budget x Learners funded through the Education Funding Authority x Learners funded through the Offenders' Learning and S kills S ervice x 16 -18 year old Apprenticeship learners x Any learners under the age of 19
with a sustained positive outcome, either into learning or employment.
sustained learning, regardless of economic activity. Learners must be FE or HE learning in all six months between October 2011 and March 2012.
months between October 2011 and March 2012. Employment destinations are produced by matching ILR data to HMRC tax records.
learners in sustained employment that were claiming benefits (subj ect to more stringent labour market requirements) the day before the start of their learning. As for sustained employment, but only for learners claiming either Job S eeker’s Allowance (JS A) or Employment S upport Allowance (ES A) in the Work Related Activity Group (WRAG) on the day before their training started.
By Learner's Highest Level of Learning Aim By Learners with Learning Difficulties and/ or Disabilities All destination data by lower, median and upper quintile
“ Outcomes are only published where data is available for at least 100 learners, otherwise values are suppressed and marked with ‘ -’ and for all data, totals are rounded to the nearest 100 learners and rates are rounded to the nearest percentage point. Totals may not sum due to rounding.” Therefore, it is likely providers will have many categories where no figures are shown, even though they had 1-99 learners (eg aged 50+ category), but these learners are included in the totals “ Learners are identified unique to a provider, so appear once for each provider where they have completed a course [in 20101/ 11]” The course chosen is based on the highest level for a course retained (achieved or not). Funded but non-retained (those withdrawn) are not counted, unlike success rate reports and other official FE statistics.
“ The measures in this publication are experimental, and have been published for transparency and to support the consultation which will inform their future
academic year are being developed and are planned for release in November 2014 alongside responses to the consultation. The next release of data will also look at the potential of providing more qualification level data, primarily with a view to using it to support informed learner choice.”
