  3. eTranscript Initiative Overview • Purpose of initiative is provide infrastructure to transmit high school transcript data electronically to colleges/universities using Parchment • High school students/counselors can initiate transcript requests through secure web application • Higher education institutions can help shape high school participation 3

  4. eTranscript Initiative Benefits • Currently costs $6.30 to process one high school transcript • Designed to save counselors at high schools and higher education institutions both time and money in processing transcript requests • Provide data in a ready format for acceptance by higher education student information systems (Peoplesoft, Datatel, Banner) 4

  5. eTranscript Initiative Status • Two major K-12 SIS vendors have completed software crosswalks to provide data in correct electronic format – DASL – Powerschool • Major higher education SIS vendors are working on developing similar crosswalks – Peoplesoft – Cleveland State University – Datatel – Infinum LLC – Banner – Kent State University & Northwest State Community College 5

  6. eTranscript Initiative Status • SSDT (State Software Development Team) has completed building the ESDE • ODE EMIS (Education Management Information System) has completed necessary development activities including manifest to deliver transcript data • Grant Recipients are currently working on building the crosswalk to transfer data straight into their Student Information Systems. 6

  8. eTranscript Initiative Status • Project currently in pilot mode: – Phase 1 pilot included high schools from northwest Ohio – Pilot high schools were selected by higher education institutions as ‘higher volume’ schools – Phase 2 pilot includes high schools from north/northeast Ohio and central Ohio (3 different Information Technology Centers) • Phase 1 pilot schools have been registered and trained • Phase 2 pilot schools have participated in webinars and are in the registration process 8

  10. eTranscript Initiative Future • Once pilots are successfully completed, the initiative will be promoted for statewide rollout throughout the rest of 2014 • Higher education SIS vendors are working towards completing software crosswalks by the end of 2014 • Full transmission of electronic transcript data will be available at that time 10

Career-Technical Education in Ohio • 91 Career-Technical Planning Districts – 42 Single Districts/Compacts – 49 CTPD’s/JVSD’s • In FY2012 there were 120,357 career-tech high school students in Ohio (22% of all 9-12 students in the state) – 60% of students participating in Career-Technical Education obtain further education

  16. What is (CT) 2 ? (CT) 2 stands for Career-Technical Credit Transfer Statewide articulation/transfer agreement to grant credit to students who complete approved career-technical programs in Secondary Career- Technical High Schools and Ohio’s Technical Centers , and enroll at public higher education institutions in the same technical area. Transfer is facilitated by sets of STATEWIDE course/program learning outcomes, and where appropriate, recognized third-party industry standard credentials. PURPOSE: Students in approved programs don’t “repeat” what they already know!

(CT)² Transfer Guarantee - CTAG If a student completes an approved Career-Technical Assurance Guide (CTAG) course/program, then that course/program is guaranteed to transfer as major credit to any of Ohio’s public institutions as long as those institutions offer the appropriate technology major. CTAGs Community College B JVS/HS/CC CTAN Non-Credit Credit Courses specifies agreed Content/Program upon XY Credits (relative credit value) competencies @ the course/modular level • Approved • Offers Example Example CTAN Degree Program

  19. How Do I Know if My Institution is Part of All Appropriate Statewide Career-Technical Credit Transfer Agreements?

  20. Compliance and Auditing A public college or university adds a new course or program in the Course Equivalency Management System (CEMS) maintained by the Ohio Board of Regents. If the new course/program meets the statewide academic standards in that area (as determined by a faculty review panel), the new entry is approved and will then allow the system to interpret a student’s prior coursework into equivalent courses at every other public college or university in the state Compliance: Each sector is tracked for “expected” course/program submissions versus those that have been submitted. Regional Managers: Assist the field with successfully submitting courses to CEMS. Regional Managers also have subject matter expertise in Engineering, EMT/Fire, and IT. Audits: Audits detailed institution level reports include the potential matching course and are used by Regional Manager to encourage compliance.

  21. How Do I Validate/Award Student Credit at My Institution for Students Who Complete Approved (CT) 2 Programs?

Verification Form • Is used to supplement the High School Transcript or Ohio Technical Center Transcript or Credential • Can not be hand carried by the student to the receiving institution • Should bear an official seal and signature • “Sending Institution” should be approved for the technical area through (CT) 2 https://www.ohiohighered.org/transfer/reportingsystem • Student is responsible for all admissions/application requirements at the receiving institution • Credit should apply to the student’s technical area/program of study

  23. How can you help us strengthen Career- Technical Credit Transfer? • Encourage your college or university to be 100% approved /compliant in all (CT) 2 technical areas that apply to your institution. • Ensure that your Admissions and Registration team is aware of CTAGs and how to handle the verification forms. • Encourage your area HS guidance staff to be aware of the possibility for career-technical education transfer. • Inform internal advising/admission/registrar staff to be on the look- out for JVSD coursework that appears on a traditional High School Transcript – it just might alert you to that students prior Career- Technical Education. • Communicate with Career-Technical Education Student or High School if there is a problem with the verification form submission.
