Legislative Package included: Budget Amendments to create and expand existing workforce programs administered by the Virginia Space Grant Consortium :
Ø Create and professionally staff an on-line aviation and aerospace portal to
connect business, academia and students with available training resources.
Ø Expand Virginia Aerospace Scholars Program to include aviation programs. Ø Expand Virginia Aerospace and Aviation Paid internships opportunities throughout
the Commonwealth utilizing network of aviation trade association member businesses.
Ø Expand Building Leaders for Advancing Science and Technology (BLAST)
Aerospace emersion program to aviation focused sessions in partnership with Liberty University School of Aeronautics and Avert University Pilot program
Ø Create Flight Training Scholarship program for high school students.

Partnership Authority (VEDP) to assign an individual to the marketing and recruiting of aviation related businesses to
responsibility.
Ø SB307, Cosgrove – Directs the department to convene
stakeholder’s workgroup to explore issues relating to coordination of all UAS and define responsibility of UAS under the DoAV. Approved 3/30/2018
Ø HB638, Collins / SB526, Obenshain – UAS, use of system in
unlawful manner. Bill clarifies prohibition on local government extends to all political subdivisions of government. Governor’s amendments partially accepted. Awaiting Governor’s action 5/18/2018.
Ø HB993, Byron – Worked with
Virginia Airport Operations Council to enact legislation allowing the VA Board of Aviation to transfer discretionary funds allocated to an air carrier airport, to general aviation airports and back as funding allows. The legislation allows the Virginia Aviation Board to maximize available Commonwealth Airport Funds. Approved 3/29/2018
Ø HB1004, Byron - Stormwater Runoff - Locality to provide a waiver
for certain charges for public use airports. Stricken from docket Will revisit in 2019.
