Problématique
Le développement de formations transnationales est l’une des manifestations les plus symboliques de la dynamique du Processus de
- Bologne. Plus largement, les établissements d’enseignement supérieur
conçoivent des formations conjointes pour les besoins de leurs stratégies propres non seulement dans l’Espace européen de l’enseignement supérieur mais aussi dans le cadre de coopérations qu’ils développent dans toutes les régions du monde.
- Comment la qualité de ces formations est-elle garantie ?
- Quelles sont les spécificités de leur évaluation ?
- Comment les agences d’évaluation ou d’accréditation envisagent-elles
cette partie de leur activité ?
- Les
diplômes conjoints invitent-ils à concevoir des évaluations conjointes ou bien à organiser la reconnaissance mutuelle des résultats d’évaluation ?
- Quels enseignements peut-on tirer des expériences de deux agences
et d’un établissement ?

Bologna Seminar The European Dimension of Quality Assurance
jointly organized by the German Rectors’ Conference – Project nexus – and the German Accreditation Council, on 14 March 2011 in Berlin.
Proposal for the Bucharest meeting …Taking the discussions and the outcome of this Bologna Seminar into account, the ministers are called upon to:
simplify recognition of degrees and modules by :
- 1. supporting information initiatives in their countries to provide
information on the Lisbon Recognition Convention in HEI;
- 2. encourage and support NARICs to promote the Lisbon
Recognition convention more actively and to provide a “White List” containing reliable information on HEIs and programmes;

- pen up their national quality assurance systems to agencies
from other countries that are registered in the EQAR ;
to consider reviewing the ESG, based on the outcome of the
mapESG project ;

foster the development of Joint Programmes by:
- 1. accepting core standards for the design of Joint Programmes;
- 2. accepting deviations from national standards in Joint Programmes;
- 3. accepting the ESG and the QF-EHEA as reliable overarching
principles for the design and quality assurance of Joint Programmes;
- 4. accepting that joint programmes accredited by a quality assurance
agency registered on the EQAR will not require additional national accreditations or quality assurance procedures.
