URBAN BRIEF Frihamnen

In the spring term 2006 the Urban Design & Development Studio worked with a central area in Göteborg. Caused by the forces of globalization this former free-port is now a huge industrial brownfjeld in the heart of Sweden's second largest city. This small booklet describes our way of fjnding strategies, visions and fjnally a program for one

  • f the most important development areas in Göteborg. We worked with the management

approach of the Urban Brief by John Worthington and Knut Strömberg which was an essential part of the theoretical pre-work for this studio project.

GLOBAL SCALE Göteborg within difgerent global forces, uncertainties Frihamnen within a regional environment LOCAL SCALE Frihamnen in relation to the city center Coherent structure within the new design Our overall task as planers will be the design and the creation of a new and strong part that is able to link the northern and the southern part

  • f the city. Göteborg has to change from an undefjned urban patchwork

into an interrelated and connected polycentric city structure. Therefore we have to consider the difgerent scales of coherence. connections + accessibility integration instead of segregation sustainability main generators within a certain time schedule summer + winter season global uncertainties change of travelling change of working change of living

OPPORTUNITIES

  • wn and unique position on the map of

Europe strong and fruitful city life along one connected waterfront positive tourist - development all year around more events and festivals, that we consider as typical Swedish improvement of the public transport based on an effjcient tram system (NEW TRAMS!) better accessibility to Sweden's Inland and the West-coast via Göta Älv better connection to other Scandina- vian cities increasing port+harbour image, more ships in the city centre more CRUISE SHIPS more private boats

T

HREATS Göteborg will loose in the global competition of cities, for example compared to Malmö long and slow going planning process without any fruitful outcome or decisions strong developers with a lot of money will decide and afgect the planning the incoherent city segregation, growing gap between rich and poor districts movement of inhabitants and young educated people, therefore movement

STAKEHOLDERS

One important part of

  • ur briefjng progress

is the identifjcation of former and future stake- holders or other inter- ested parties. For sure the possible developers in the future could be difgerent from

  • now. Today Frihamnen

is owned by the city of Göteborg and NUAB. Moreover we fjnd on this area the ferry com- pany DFDS with their connection to New- castle, a radio company, a boat commissioner, a feet market and some auction rooms. However we set up here fjve main groups which could have certain plans for this area in the near future. Moreover we tried to identify some of the main key issues and needs of the parties that will develop Frihamnen in the future. EDUCATION Examples for developers or groups of interest: shop owners restaurant and bar owners service related business shopping center developers Issues: accessibility for goods public transport huge pedestrian traffjc nice and lively environment "a new shopping centre for hisingen" BUSINESS Examples for developers or groups of interest: IT-Industry, "New Economy" Swedish Government, Göteborg's citizens... Issues: new universities or departments university for art and media private education schools and elementary education nurseries student residences

USERS - THE CITIZENS OF GÖTEBORG AND VISITORS CITIZENS VISITORS The citizens of Göteborg especially the inhabitants of Hisingen should also be involved in the progress of redevelop Frihamnen and

  • ne sound and connected waterfront for this city. The Södra Älvstranden Dialog is therefore a very good example. Although they are

not professional architects and city planers the citizens are the future users of the waterfronts. Therefore their input for professional planners is absolutely necessary. Pool-Ship-Berlin a bath in the summer - sauna center in the winter contact with the water and the ocean green areas and parks - access to nature small scale market places sheltered public areas for the wintertime meeting points sport facilities - a jogging track space for concerts, festivals and events a waterfront pool playgrounds for the children cosy spaces a safe environment direct access to the city center a good public transport system access to the nature and the ocean sightseeing - "Paddan-boats" art and knowledge - galleries and museums viewpoints regional day-trips entertainment a strong image and identity

SLIDE 19

CRUISERS vs. FERRIES - DEVELOPMENT IN THE FUTURE We consider the development of ferry transportation and cruise ships as one of the most important issues for the future development in Göteborg. A discussion about this progression was a fundamental basis for our work. in the future less people will use ferries to travel because of cheap fights people who will use the ferries with their cars and caravans don't have to arrive in the heart of Göteborg lorry-traffjc could move to the Port of Göteborg and gain from the good accessibility to the E6 ferries create more traffjc in the city center and consume a lot of space for infrastructure that will make the city even more incoherent FERRIES - OUTSIDE: CRUISERS - CENTRAL: there is a strong existing cruise industry and it will even grow in the future a cruise ship don't need a lot of facilities and infrastructure on the land these "swimming hotels" could bring a lot of visitors into the center of Göteborg visitors can use the central position to see the city and make trips around the west-coast cruise ships could be the central component for the harbour identity of Göteborg

slide-20
SLIDE 20
slide-21
SLIDE 21

FRIHAMNEN - A CENTER FOR REGIONAL BOAT TRAFFIC As well as a center for international connections with cruise ships, Frihamnen could also be a center for regional boat traffjc. Therefore private boats, local ferries and pleasure boats which ofgering trips along the west-coast (to Smögen!) are also an important part of the harbour image

Lindholmen Järntorget Lilla Bommen Hisingen-Square Cruise Pier For next ten Years Göteborg should put its planning efgorts not only in certain projects within the old conversion areas along the waterfront but also in the generation of one contiguous waterfront. In every season this waterfront could connect the hot-spots along the riverbank for pedestrians, joggers and bikers to achieve fjnally a more coherent city structure. Therefore a cruise pier and a new urban square on Frihamnen and a Ferry Terminal at the former refjnery could be the generators. ONE CONNECTED WATERFRONT FOR GÖTEBORG F u t u r e D e v e l

THE GÖTEBORG SCALE - FINAL CONCLUSIONS TO CREATE COHERANCE Frihamnen with its central postion is the main generator to link the weak developed areas of Hisingen with the city center. The brownfjeld areas with unused rails could in the fjrst stage act as the main connection lines to Frihamnen and therefor to the city center. Nothern Frihamnen itself is a new and strong center for Hisingen with a strong urban square linked with water. Moreover this area is a strong generator for a new and sound harbour image for Göteborg defjned by cruisers, pleasure boats, local ferries and private boats.

PROGRAMMING Residential Areas: This areas are

  • ccupied by apart-

ments and rental

  • fats. A mixed use of

difgerent scales and prices of the fats is absolute necessary especially on the

  • waterfronts. The

housing area on Frihamnen should use the orientation to the south (terraces). More-

  • ver some facilities

for basic education and child care should be taken in consideration. The average number of storeys is from 3-6. Main points are accentu- ated by higher

  • buildings. A good

accessibility by cars must be ensured. Banana Pier: The Banana Pier is the main event area for Frihamnen. Therefore some facilities for concerts and open air theatre should be build. Some facilities for the cruise ships connected with some indoor entertainment

  • r recreation are

required as well. The access to the waterfront should not be closed so that there is the possibility for a close contact to the cruise ships. The end of the pier requires an accentuation - view point. Shopping / Enter- tainment: In this area some indoor shopping facilities as well as a hotel are essen- tial to strengthen this area also in the winter. Cafes, Bars and Nightlife with some cultural fa- cilities are a part of this development. Some old and valu- able buildings should be con- served for this. Urban Generator: We consider to move the Scandinavium to this spot and use it as the starting generator for the development on

  • Frihamnen. Some
  • ther functions

as in Frölunda Kul- turhus should be a part of this build-

  • ing. An unique ar-

chitectural design creates important identifjcation for the public square that is connected with this generator. Park and Sports: This area is the green spot for

  • Frihamnen. Insular

buildings for recreation facilities and small scale trade should be placed in this area. Some sport facilities are also a part of the Friham- nen Park. Ofces: On the Hasselblad Pier there should be small scale

  • ffjce buildings

that also accentu- ate this public square. The offjces in central Frihamnen are a fjlter for the road traffjc from the bridge. Some higher buildings to the waterfront should create a Göta Älv gate with the Lipstick.
