  • Major initiatives were handed down to all

members of US Soccer regarding three primary areas…

  • 1. Concussion & Heading Protocols
  • 2. Birth Year Age Groups
  • 3. Player Development Initiatives

  • 1. HEADING & CONCUSSION INITIATIVE
  • Players 10 years old and younger are not allowed

to head a ball in training or games

  • 11U and younger age divisions are not allowed to

intentionally head a ball in games; result is IFK

  • 12U & 13U age divisions are allowed to

intentionally head a ball in games, and 15-20 headers per player per week in trainings or 30 minutes maximum per week

  • Any players, in any age division, who are

suspected to have sustained a concussion during a match must be removed from the game and are not allowed to return to play until they are cleared by a designated health care professional

2. BIRTH YEAR REGISTRATION

  • Age divisions for members of US Soccer will be
  • rganized according to player birth years
  • The focus of this initiative is to move away from

the team and onto the individual players and their development

  • The change will help coaches, parents, and clubs

understand the Relative Age Effect (RAE) of individual players compared to the group

  • Will be easier to identify players based on birth

month within an age group to help distinguish developmentally appropriate training

AFFINITY Platform

  • South Dakota State Soccer has moved from League One

(Active) to a new Player Registration platform Affinity Sports

  • What this Means:
  • Once associations have completed player registration using

their platform of choice all the information needs to be uploaded to Affinity Sports

  • All coach and volunteer disclosures, player and coach

passes, and team rosters will be generated from Affinity

  • Players, coaches, and volunteers are not covered by

insurance until they are in the SDSSA system for the competitive cycle 2016-17

BOARD of DIRECTORS RESTRUCTURE

  • Moving from a procedural

board to a policy board

  • Decreasing the number of

seats from 23 to 10

  • Setting up an executive

board who is able to help us be more adaptable and quicker on decisions

committees who will assist the paid staff in completing programming

  • As programs generate

revenue we can start to convert directors into paid staff positions

registration hasn’t changed since 2003

inflation during that time period $11 in 2003 = $8.41 in 2016; essentially our budget has decreased by 24% in its buying power

around us shows we are the 2nd most affordable for Recreational Teams and the lowest in Competitive Teams

PROPOSAL for FEE INCREASE

  • Recreational Fall/Summer Players: $11 per player annually
  • No increases; Improve services to Recreational level players with the implementation of the Dakota Development League and Regional Tournaments
  • Competitive Fall/Summer Players: $15 per player annually
  • Fee increase will help cover the cost of coaching education shortfalls for the population of coaches who are most likely to u se it to meet new proposed coaching

education requirements

  • Implementation of a development committee to help provide better competitive state environment (NSSL representation, Presiden

ts Cup tournament, and ODP identification).

  • Coaches Fee: $10 per coach annually
  • Allows us to start doing background checks on every coach in three year cycles more consistently than 1/100 randomly like we’ve been doing currently at $26 per

check

Predicted cost per Recreational Teams would only increase $10 based on Coach’s Registration. Predicted cost for Competitive Teams would increase from $198 to $280; still $73 less than our neighboring states.

  • Referee Background Check Fee: $10 per referee would allow us to do a background check of every referee every 3 years
  • Futsal Player Registration: $7 per player annually
  • This fee reflects membership with U.S. Futsal and allows us to participate in hosting State Futsal Championships, and North C entral Regional Championships
  • Qualification by state champions is automatic berth for Regional Championships and possible National Championship qualification
  • Portion of fees will help pay for U.S. Futsal Coaching Education courses to be hosted in South Dakota
  • Assist SRC in Futsal referee training and development by bringing in U.S. Futsal Certified Instructors (Referee Instructor’s Course in October already scheduled)
  • Festival Only Hosting: $100 per event
  • Recreational Tournament Hosting: $200 per tournament
  • Select/Competitive Tournament Hosting: $300 per tournament
  • State starts providing more oversight and helps local associations with checks and balances for hosting

EXPANDING RECREATIONAL PROGRAMMING

  • Establish the Dakota Developmental League
  • Four Regional Recreation Tournaments as part of the

Recreational State Tournament Series

  • Initiate a Recreational Player Satellite Camp program for

members to utilize in developing local players and possibly as a local fundraising event

  • Regional Tournaments and Satellite Camps will allow

Olympic Development Program coaching staff to identify talent in smaller associations at a local level to invite for the upcoming cycle

EXPANDING COMPETITIVE PROGRAMMING

  • Implementation of the Northern States Soccer League

more consistent competition with less travel; and division champions can move on to Midwest Regional League

  • State Cup champions will represent South Dakota at the

Region II President’s Cup

  • Qualifying teams will represent South Dakota at the US

Youth Midwest Region Championships

  • US Futsal State Cup provides more opportunities to

compete at a sport that SD has high participation in

  • Revised Dakota Olympic Development Program will help

us to involve more kids at every step of the process

Setting Our Sites on 2020

  • Moving towards a more professional and efficient SDSSA

Staff and Board of Directors

  • Establishing a true Player Development Pathway from

grassroots all the way to senior level playing

  • Putting an emphasis as a state on educating every

traveling coach, and developing a culture of learning

  • Meaningful state competitions at both the recreational

and competitive levels that enhances the development of players

CONCLUSION

  • SDSSA is in a great place right now and we

want to keep building on this

  • We want to have strong programming that is

run by paid staff instead of burdening our volunteer pool

  • Expanded programming will hit all seasons of

competition and players at all levels

  • We want to be more involved at the grassroots

level in educating and training
