What is the Neighbourhood Plan & Why do we need it?

We need a Neighbourhood Plan to protect the character of East Meon and the surrounding countryside from unwelcome development and to give residents a very real say in how we would like to see our parish develop over time A Neighbourhood Plan can:

  • allow residents to have a very real influence on

how the places where we live and work will develop over time

  • Determine type and location of future

residential development

  • Develop policies that give priority for

affordable/social housing to local families

  • Include policies related to building design

standards

  • Identify and protect important landscapes and

local green spaces

Who is working on the plan?

Steering Team

  • Role: To provide focus; to take overall responsibility for the NP

process and to ensure consistency with the strategic priorities

Constraints we need to work within

  • East Meon has significant landscape constraints
  • Our NP must be consistent with national or SDNPA (draft)

policies

  • There is a prescribed process to develop the plan
  • SDNPA has set East Meon a target of finding capacity for 15

dwellings deliverable within the next 5 years (but will cover the period of the plan – 15 years)

  • Your feedback and our guiding principle is that we don’t want

any large developments

  • Development must be sustainable
  • Only sites of 3 or more dwellings can be included in the plan
  • Landscape, flood risk, traffic & access, sewage handling and

environmental impact must all be considered for each site

  • Our evidence base must be watertight

Housing Needs Survey Summary

  • Between the 2001 and 2011 censuses:

– East Meon has seen 12% growth in population compared to the East Hants average of 6% – We have fewer pre-school and secondary age children – We have fewer younger adults (18 – 44), more older adults (45 – 64) and a static population of 65 – 74 year olds

  • A proportion of the older population is seeking to downsize and

some will require specialist housing when they move home

  • 58% of households are 1 or 2 person households with no children

present

  • East Meon has a higher level of social housing (23%) compared to

the East Hants average (14%)

  • The parish has a comparable proportion of smaller homes to East

Hampshire but significantly less than SE England

  • There is support in the parish for building:

– small homes for singles and couples – small family homes (2/3 bedrooms) – smaller homes to enable people to downsize

Some of our written feedback…

Typical comments:

  • “Traffic within the village as a whole has received scant attention.”
  • “Parking and congestion on Church St. is already an issue.”
  • “Any increase in traffic in Temple Lane…would further increase the risk of an

accident”

  • “Workhouse Lane often floods after heavy rainfall, the drains and sewer unable to

cope with the level of wastewater and run off. It would be unacceptable to have any more houses built before this worrying situation is addressed.”

  • “Residents are being asked to vote tactically for their own environment instead of

for the community as a whole.”

  • “My preference is for small pockets of development to avoid obscuring the visual

beauty of the village from footpaths…”

  • “The village asked, at the previous pop-in session, for small developments, not

large”

  • “I feel we should build…within the village boundary, where the is available land for

no more than 1,2 or 3 houses…”

  • “Development on existing farmland would irrevocably change the nature of the

landscape, and views from Park Hill and Small Down would be lost to future generations forever.”

With expert help, we are developing policies, potentially including…

preference for when

  • The policy for each site – size of dwellings, affordable

housing, small dwellings for 1st time buyers or downsizers etc.

  • Restrictions on occupation – people living or working in

the parish

  • Preservation of Green Spaces including open and

recreation spaces

  • Other community and tourism uses
