ULWIMO : Ultimate Wireless Mobility !
C2000 public safety Tetra network
24/11/2015 PMR EXPO | (C)Ulwimo 9
NL: C2000
- Operational since 2006
- 50.000 users
- Confined to PPDR ( = ’blue lights’) ,
no other users Belgium: Astrid
- Astrid also serves other utilities &
governmental services
- Astrid offers ‘blue light mobile’:
- Data services
- MVNO on operators’ networks
Benelux PAMR: Entropia Tetra

- 3. Legal framework; public safety
24/11/2015 PMR EXPO | (C)Ulwimo 16
Specific indoor coverage for Tetra can be obliged to building owner.
- Special Coverage Location (NL)
- 3rd party indoor (B)
- Objektfunk (D)
Note:
- Holland: any building
- Belgium: new buildings
- 3. Special case of ‘indoor’:
NL: C2000 ‘Special Coverage Locations’ B: Astrid 3rd party indoor D: ‘Objektfunk’ by BDBOS
- C2000 = nationwide public safety
Tetra network Netherlands
- Coverage outdoors,
- Does not always cover indoors
(neither does GSM)
- Radio coverage may be required
inside a building:
- discretion of public safety forces
- Then in building wireless coverage
to be realised
- for publicly accessible buildings
- by landlord !
- Similar regimes in most countries
24/11/2015 PMR EXPO | (C)Ulwimo 17
- 3. When “Special Coverage Location”
- r “Objektfunk”?
Regimes vary but usually:
- Typically for publically accessible
large premises
- Typically obligation managed by
fire brigades or police
- Typically obligation issued by local
authority or municipality
- Typically legally under a building
permit or usage permit

Indoor regime and public safety
- Regime in place for 10 yrs
- Initially passive infra obliged
– Landlord faced with dedicated costs and potentially TWO infrastructures : 1 Tetra, 1 mobile broadband
- Lately integration with indoor for 2,3,4 G allowed
and technology no longer prescribed
– Tetra indoor benefits from investment in- and maintenance of indoor for mobile networks – Burden on the landlord lowered => more acceptance – Astrid recently same route

Market accelerator for business mobility : Private GSM (1)
24/11/2015 PMR EXPO | (C)Ulwimo 21
Targeted at indoor corporate wireless communication 1 universal GSM handset
- r smartphone,
also on company
- wn GSM network
Positioning: DECT replacement

Private GSM (2)
24/11/2015 PMR EXPO | (C)Ulwimo 22
Dedicated licence free spectrum: DECT | GSM1800 ‘guard’ band Contract between company/landlord and system integrator; no operator involvement Promotes business mobility, like DECT and PMR Accelerator of campus and indoor coverage, integration with PMR infra Much used by hospitals, warehouses, industry plants
Governance & spectrum policy
- National spectrum plan 2005 – 2015 under
assessment
- Sector involved in consultations
- ‘round tables’ on spectral plan 2016 & beyond
- Large users of corporate mobility promoting
notion of ‘business critical’ communication
– i.e. Schiphol airport, railway, port of Rotterdam – Corporate LTE with PMR functions; pilot port of Rotterdam – New notion of sector specific (‘vertical’) spectrum allocation:
