  1. Trees: - RPZ’s - Demo Permits - Application Process PEPP/AIA November 18, 2016 Mark C Bird, City Arborist

  2. Before we begin……. • Bur oak (Quercus macrocarpa) • Can grow to 60’+ • Very large leaves • Very large acorns = golf ball size!!! • Deciduous (loses leaves in the fall) • Low water needs • Long lived • Reasonably fast grower

  3. Root Protection Zone (RPZ) • RPZ is an average radius of 1 foot for each inch (DBH) ex. 20 inch tree = 20 foot rpz • The RPZ can encroach no closer than one-half (1/2) the root protection radius. Ex. 20 inch tree = 10 foot rpz • The root protection zone may be shifted to allow impacts no closer than one-half of the RPZ radius • No cutting, filling, trenching, root disturbance, soil disturbance, or construction impacts in RPZ • During construction activity on site, at least a six-layer of coarse mulch shall be placed and maintained over the rpz.

  4. Tree Protection Details

  5. Good and not so good protection measures

  6. Tree Warranty • In lieu of establishing root protection zones an applicant may provide a tree warranty • Warranty trees are to be listed and identified on the tree preservation/landscape plans • Warranty is for 5 years • Any tree under warranty that dies shall be replaced in accordance with the mitigation requirements (ex. 10 inch tree = 10 inches mitigation)

  7. Demo Permit • Information Bulletin #106: Demolition Process, Checklist, Engineer’s Letter and Permit Application (March 28, 2014/Revised February 25, 2015) • The following approvals are required prior to submitting a demolition permit: • 1. CPS Energy • 2. Historic • 3. Tree Preservation (staff has consultation with applicant to review proposed work and provide tree applications, tree protection notes & details) It is the applicants responsibility to submit the required tree applications separate from the demo permit and schedule tree inspection prior to start of work

  8. Demo Permit Submittal Requirements for Residential & Commercial • City of San Antonio Complete or Partial Demolition Permit Application

  9. Demo Permit Application

  10. Tree Application Process • IB #552: Tree Application Process and Procedures (revisions forth coming after committee review) • Basic Tree Application Requirements: • A Tree Application as required per UDC Section 35-523 & 35-477 shall apply to any private property located within the city limits and the ETJ of the City • - Tree Application (tree affidavit or tree permit depending on scope of work and trees/canopy on site) • - Exhibit: If submitting a tree affidavit (no protected trees on site or no protected trees, or areas of tree canopy, to be impacted): an aerial exhibit of the site - Exhibit: If submitting a tree permit (protected trees will be removed): requires a tree preservation plan. • - Fees: review fee ($100.00), tree canopy fee ($25.00 per acre, one acre minimum), affidavit/permit fee (based on current fee schedule).

  11. Tree Application Process cont’d: • - If there is an approved Tree Preservation plan use the Tree Permit Application and provide the approved AP# in the space provided on the application. • - Schedule pre-construction meeting to review proposed work and alignments through the tree reviewer. • - The approved tree application is valid only for the proposed scope of work (site work, platting, building permit) • ** Tree applications are to be submitted to intake staff to ensure proper processing, assignment of an AP# and distribution to the appropriate staff. This will ensure tree applications are tracked through the review, inspection, and approval stages • A revision to IB 552, currently under committee review, will provide clarification for geo-tech/soil sampling site work applications and inspection process
