1. Handling Fee (dismantling/reassembly) is quoted per hour which could prove difficult to manage from the end user side as there could be a debate whether this charge is per person per hour and as such where you have four staff members it could be deemed 4 times the rate? From an end users perspective I would have an additional concern on productivity/ how long it would take. Would it not be more practical to take this to a charge per cu ft as this would eliminate this query? No. 2. Packaging Fee (Labour Component) is quoted per hour, however it could end up in a similar situation to the above and this component should really be included in a packaging fee which includes materials. Wrapping could however remain difficult to account for as a critical or fragile items would be unique to every consignment. Previously the packing and labour was included in the RT8 - 2017 contract as a rate per cu ft per km which safeguarded end users to a fair degree. Possibly a similar approach on this? No.

3. Travelling/Overnight cost should be a known entity as there are set subsistence rates from the national bargaining council for the road freight industry (NBCRFI) and should simply be included in the rate per cu ft/ Ton per km. The only variable could be on bigger projects where you could have a large staff compliment working
The rate remains as “rate per day” 4. Storage costs are currently requested per day, however as the volume of the goods being stored has an impact on this should it not be per day/cuft? Yes, Rate should be “rate per day/ per cubic feet”. 5. Vehicle Transportation is requested as a flat rate per vehicle, however due to varying distances , car sizes, routes (rates inbound and outbound rates can also vary) as well as collection or deliveries outside main centres it can be difficult to give a flat rate. A possible solution is to set up a basic matrix and include some of the more common collection and delivery points (Pretoria/Johannesburg, Cape Town, Durban, Port Elizabeth etc.)? The requirement is flat rate per vehicle

6. Insurance cover does not appear to have been accounted in this pricing schedule. Do we accept that the end users will arrange their own all risk transit cover? Refer 6.3.4.6 , Please indicate the (%) percentage , maximum is 2%. 7. We note that the NBCRFI (National Bargaining Council for the Road freight Industry) and its related labour legislation and rates which provides protection for labour is not listed as a prerequisite in this section. Additionally an affiliation to an employers association such as the RFA (Road Freight Association) is not mentioned with it's underlying AMOSA (Accredited Movers of South Africa) standards and recourse it provides end users. Do we accept that these are no longer a prerequisite? Associations cannot be mandatory because they are excluding other suppliers. 8. Can the 30% of contract value for a QSE or EME be made up of more than one company? Yes, but it excludes owner driver scheme. 9. Although insurance is mentioned here, it is not specified whether it is goods in transit (GIT) or all risk transit cover? Mandatory Requirement is clear that we require goods in transit insurance and clause 6.3.4.6 address insurance premium

10. We note that there are currently 13 participating
added during the contract period? Transversal Contracts are optional , as in when there is a new request for “Post Participation” the awarded services provider(s) will be notified. 11. The closing date for submission is still the 24th April right? The closing date has been further extended to 08 May 2020 12. Which Provinces will we be servicing, i'm guessing its all 9 provinces? Yes, bidders must be able to render the required services nationally (All 9 provinces). 13. Shuttle services only pertains to the information given in the bidding document, and it does not include anything else like moving people around cities right? Shuttle services requested is in terms of moving goods whereby there are restrictions in terms of height or weight therefore smaller vehicles must be utilised to move good to / form the truck to the
Refer to SCC on page 9 of 39 14. On pricing 78101804:storage cost, please kindly advise how the pricing for storage should be structured, should it be per size per square meter or for truck load. Rate should be “rate per day/ per cubic feet”. 15. Please kindly advise on platform we can use to submit above mentioned Bid since there is a lot of restrictions due to COVID-19 outbreak. Bids must be submitted in the TIC (Tender Information Centre), no electronic submission is allowed.
