  2. Why Consider a Sewer System (again)? You might recall… Sewer survey performed indicated potential support for an affordable project with • requests continuing to be made. Desirable for the Town to control growth and increase tax base. • What’s changed… • Even more affordable with the current NYS Clean Water State Revolving Fund (CWSRF) offer. Cost/unit is less expensive than when presented 3 years ago. What hasn’t changed: • Many sites are still on locations with soils that drain excessively and require modification of the soil to allow for adequate wastewater treatment. • Older Subdivisions still have small lots and marginal areas available for on-site septic systems based on the latest NYSDOH standards.

  3. Population Trends The Cornell University program on applied demographics (PAD) has projected that the County of Saratoga will see continued population growth in the next 30 years.

Those plans never materialized because municipal sewer lines first would need to be extended about 4 miles from the village of South Glens Falls to Exit 17.” “If sewer is installed out to Exit 17, the Munters • would look to attract a large supermarket and drug store chain to their property, which is visible to traffic on the Northway and Route 9 .”

Survey Results The following is a summary of highlights of information provided that indicates that, in part, some systems do not, or likely do not meet current NYSDOH code based on answers provided. As one can see, a number of locations reported septic tanks less than 1,000 gallons in capacity which is less than the latest NYSDOH standard for on-site systems. Do you have a septic tank? Smart Growth • Growth in Moreau – Route 9 commercial area, and support current and recent planning board projects. – Using City of Glens Falls existing WWTP Capacity. • THE STATE SMART GROWTH PUBLIC INFRASTRUCTURE POLICY ACT (THE ACT) OF 2010: Requires EFC to determine that a project meets relevant smart growth criteria, to the extent practicable, in order to provide CWSRF financial assistance. The Act is intended to augment the state’s environmental policy by maximizing the social, economic and environmental benefits of public infrastructure development while minimizing unnecessary environmental degradation, disinvestment in urban and suburban communities and the loss of open space resulting from sprawl development.

  12. Project Highlights A new collection system which includes primarily 8”, 10” & 12” PVC gravity sewer mains, manholes, and PVC force mains with above-ground packaged pump stations. Over 12 miles of sewer mains with manholes • • 12 Pump Stations Individual service connections which include running a 4” or 6” PVC gravity sewer lateral to the typical residential/commercial structure. An easement would be required to run a lateral onto private property. Approximately 15.7 miles of sewer lateral • Purchase of WWTP Capacity from the City for 240,000 +/- gallons per day of flow.

  13. Wastewater Treatment No need for the Town to own and operate its own wastewater treatment plant. The Town has an existing agreement with the City of Glens Falls to treat wastewater from the Industrial Park and some portions of the Town. Flow would use an existing pump station and 8” force main that pumps wastewater to the City of Glens Falls.

Project Funding & Financing Total System Cost: $22,867,800 Funding Source: Clean Water State Revolving Fund (CWSRF) administered by the New York State Environmental Facilities Corporation (NYSEFC):  Project scored its first chance for funding for the 2014 program year, resulting in the vote held April 2014 at a rate of 2.08%.  Moreau’s current offer is subsidized 50% resulting in 30-year financing at a lower interest rate of 1.49%.  The current offer is available if the District Extension can be formed and an application submitted by March 1, 2017.  Funding based on the Town’s median household income (MHI) of $58,5343 per the 2013 Census.

Project Funding & Financing Total System Cost: $22,867,800 (includes 10% or nearly $2,000,000 for contingencies) Estimated EDU’s: 2,488.5 EDU’s (equivalent dwelling units or a typical household) Cost/EDU/Year: $526.80/EDU/YR based on 1.49% 30-year loan ($70 less than before)  Debt $382.10/EDU/year • Vacant lots $191.05/EDU/year  O&M $144.70/EDU/year (based on 120 gallons per day)  Cost could POSSIBLY be less depending on an ongoing income survey.  Project includes the cost to install laterals to houses and final connections  Project includes purchasing treatment capacity from the City of Glens Falls WWTP. CWSRF Target Service Charge is roughly $878/EDU/year Office of State Comptroller threshold is $798.00/year
