KEY PERSONNEL CHANGES AND RETIREMENTS

  • Mary Simon retired as Administrator, Grants Manager and

Perkins Coordinator (17+ years)

  • Replaced by Mrs. Jennifer Burt – August 2018
  • Collie Wells retired as Administrator of two cluster areas

and also served as Interim Assistant Superintendent prior to my arrival August 1st 2018. (29+ years)

  • Position still vacant and being covered temporarily by Sean Stevens

and Josh Laney

  • Two new program specialists with 6 months on the job

and one program specialist retiring January 1st 2019

  • Three Administrative Assistants with less than 6 months

RECRUITMENT AND RETENTION

  • Stronger emphasis placed on marketing and recruiting

CTE teachers

  • Improve New Teacher training program for CTE teachers
  • Implement a tracking system to determine why teachers

may be exiting the CTE Teaching profession

  • Strengthen public private-partnerships with Business

Industry partners that allow for adjunct instructors who are employed by local industry to assist in the classrooms

  • Propose possible changes for consideration in the area of

CTE teacher certification

PLANNED CHANGES

Perkins V

  • Authorized July 31, 2018, and adds a significant enhancement to existing

legislation (last reauthorized in 2006)

  • Requires data-driven spending decisions on local programs
  • Adds a “program quality” metric to the district and state accountability

measures

  • Increased focus on serving special populations of students
  • Congress clearly intends for Perkins/CTE to become a part of an

integrated workforce plan for the states. (Braiding with ESSA and WIOA)

  • Transition plan is due April 2019 and covers one year
  • Full plan is due July 2020 and covers four years
  • Will require significant collaboration with a very wide range of

stakeholders including the Governor’s office (Nick Moore)

Program Quality Certification

  • Former process (BIC) served purpose well, but…
  • Created in 1998 and revised on 5 year cycle
  • Extremely labor intensive on ALSDE staff
  • Sometimes seen by LEAs as micro-managing
  • New process will be developed as part of the Perkins

V plan

  • Focus will be on assisting LEAs with improving program quality
  • Shifting away from a compliance mindset
  • Plan for a limited pilot in 2019-2020 and full rollout in 2020-2021
