  • Given the level of demand two new secondary schools needed in Sutton
  • Local Authority purchases Sutton Hospital Site March 2015 for a secondary school
  • GLT approved in March 2015 to open an 8FE secondary school in Sutton (1575 pupils) –

but couldn’t deliver on the SHS site as deemed too small.

  • Three further Education Trusts bid to government to open a 6FE school on the SHS

instead

  • In December 2015, Council took decision to work up a planning application in advance of

these bids to critical need for school places but also the need to manage the interface issues with LCH as effectively as possible.

  • Harris Federation approved September 2016 (1275 pupils) to open a 6FE secondary

school on the Sutton Hospital site

  • Council is managing the project through to construction but project funding through EFA

funding envelope with Government Grant held by LBS meeting any shortfall

  • Area of site = circa 16000m2, Area of Building Footprint = 4630 m2,

Gross Internal Floor Area = 10622 m2

  • Science ‘specialism’ to create positive connection with LCH
  • 1st Passivhaus Secondary School in the country
  • Best possible daylighting, ventilation and air quality – equivalent to

BREEAM Outstanding

  • Incredibly low energy use and bills
  • Natural, non toxic material palette
  • On site renewable energy (PVs)

  • 7208 primary age pupils live within 3km
  • f the proposed site
  • 6080 (90%) have a Sutton address with

1128 (10%) being located in Surrey (mainly Banstead area but also Epsom).

  • This reduces the closer to the school

you get – within 2km it is 98% Sutton pupils and 2% Surrey.

  • The South of the Borough is less dense

than other parts of the Borough, however the greatest level of growth is in the centre of Sutton – roughly 8 additional FE coming through indicated area.

  • Given significant housing is planned for

central Sutton, there is a reasonable expectation that the school will serve largely indicated area

Summary of Transport Assessment undertaken by WSP

  • Majority of secondary pupils will take Public Transport, Walk or Cycle but Transport

implications a significant issue.

  • Maximum on site parking proposed
  • Pedestrian improvements will be implemented on Brighton Road, Cotswold Road and

Chiltern Road

  • LIP funding secured to undertake feasibility on improvements to Brighton Road / Chiltern

Road Junction

  • School Travel Plan has been devised including Park and Stride option on ESHT land and

‘voluntary exclusion zone’

  • On site coaches to pick up pupils for PE or school trips to avoid spill over
