ARF DiREx 2013

The third in a landmark series of exercises designed to enhance the effectiveness of regional disaster response operations. Will consist of two distinct activities:

  • A Table Top Exercise (TTX)
  • A Field Training Exercise (FTX)

Aims & Objectives - 1

To advance and build capacity in Civil- Military coordination in response to disaster. To advance the multinational disaster response progress made in previous exercises. To address disaster relief issues at strategic, operation and tactical levels.

Aims & Objectives - 2

To test existing SOPs/protocols/tools of ASEAN, regional, international and the affected nation. To advance ARF participants ability to rapidly provide coordinated and effective disaster relief. To advance affected nation’s ability to respond to humanitarian assistance requirements.

Scenario

The scenario for the ARF DiREx 2013 will be based on the occurrence of an 8.9 magnitude earthquake, off the coast

  • f Northern Sumatra, which triggers a

destructive tsunami along Thailand’s Andaman Coast.

Disaster Scenario

Report of disaster impact on human lives: 2,500 persons are dead; 12,000 injured, 2,000 of them are severe cases. 1,500 industrial areas are contaminated by hazmat; 100,000 people are still in the high risk area.

Disaster Scenario

6,000 persons reported as missing most of them are foreign tourists. 50,000 homeless persons have to live in temporary shelters with 48 hours of food and drink supply. 500 persons are predicted to be trapped under the collapsed buildings

Disaster Scenario

Report of disaster impact on infrastructure and housing. 3,000 houses are completely destroyed and 8,000 partially damaged. Public Hospital is still operated and 3 local hospitals are completely damaged. 190 school buildings collapsed, approx. 70% of students still inside the structure.

Disaster Scenario

700 fishing and tourist boats are reported missing and several hundreds of people waiting to be rescued at sea. All roads within 500 meters from shore are seriously damaged. Telecommunication systems are overwhelmed and all line communication is completely unusable.

Disaster Scenario

Clean Water system will be down for at least 72 hours. No electricity power within 2 km from shore line. All hospitals within 2 km cannot operate without electricity and started their evacuation plan.

Exercise Conduct – TTX 1

The TTX will test national, regional and international mechanisms for the coordination of multi-national humanitarian assistance and disaster relief. In order to:

Identify gaps and other challenges in those mechanisms requiring strengthening or remedial action.

Exercise Conduct – TTX 2

The TTX will take place over 2 days in Cha Am from 07-08 May 2013. On Day 1 (7 May) TTX Participants will attend exercise briefings and academic sessions designed to ensure participants have a common understanding of the exercise construct and are familiar with the key mechanisms which the TTX will test. On Day 2 (8 May) TTX participants will be divided into facilitator led and thematic based breakout groups to discuss the coordination mechanisms relevant to their group, identify gaps or other challenges and make recommendations for further action. On 9 May TTX participants will tour FTX activities.

Exercise Conduct – FTX

The FTX will demonstrate search and rescue capabilities that integrate medical, engineering and chemical response elements, and test the Incident Command System through the Multi-National Coordination Centre. In order to:

Show ARF integrated SAR capabilities and identify any gaps and challenges in the ICS system requiring strengthening or remedial action.

OSOCC Training Course

Prior to the ARF DiREx UN OCHA and Australia will provide an Australian funded 3 day On Site Operations Coordination Centre (OSOCC) training Course in (Cha Am or Bangkok?) from 1-3 May. This will train ARF members in the establishment and maintenance of a SAR focused Operations Coordination Centre.

OSOCC Training Course

Each ARF member may send one participant and the co-hosts 2 participants. Invitations will be drafted by OCHA and sent by the co-hosts. Australia have further committed to funding the set-up and maintenance of an OSOCC for the ARF DiREx itself in order to familiarise ARF members with this system and to test its utility/suitability for use.

Next Step for the IPC

Each ARF member is requested to provide to the Executive Committee the initial planned participation level (personnel / equipment / resources) for each of the exercise major events (FTX / TTX / AAR) no later than Wednesday, 16 January (10:00 am)
