  1. THE REGION OF PEEL & TOWN OF CALEDON LAND EVALUATION AREA REVIEW (LEAR) STUDY PUBLIC INFORMATION OPEN HOUSE April 7, 2015

  2. OUTLINE one PROJECT SUMMARY two LEAR OBJECTIVES AND COMPONENTS three STUDY AREA four LEAR FACTORS, SCORES & MAPPING five THRESHOLD DISCUSSION six NEXT STEPS

  3. PROJECT SUMMARY OUTLINE PROJECT SUMMARY Land Evaluation Area Review (LEAR) LEAR OBJECTIVES AND • Existing Prime Agricultural, Agricultural and Rural Areas in COMPONENTS Region of Peel and Town of Caledon Official Plans STUDY AREA • Confirm accuracy of Prime Agriculture Area mapping as a LAND basis to protect the best agricultural land from impacts of EVALUATION urban and rural non-farm uses AREA REVIEW FACTORS, SCORES & • Peel and Caledon Official Plans enable LEAR study to MAPPING identify Prime Agricultural Areas THRESHOLD DISCUSSION NEXT STEPS 3

  4. WHAT IS A LEAR? OUTLINE PROJECT SUMMARY • LE = Land Evaluation LEAR • OBJECTIVES AND AR = Area Review COMPONENTS • LEAR is a Regional exercise - a comparative study of STUDY AREA Agricultural Lands within the defined Study Area LAND EVALUATION AREA REVIEW • LEAR is a technical tool to assist municipalities in identifying FACTORS, Prime Agricultural Areas for protection in policy documents SCORES & (i.e. Official Plan) MAPPING THRESHOLD • Developed by OMAF, a LEAR is the Provincial Standard for DISCUSSION the identification of Prime Agricultural Areas by Planning Authorities NEXT STEPS 4

  5. WHAT DOES A LEAR DO? OUTLINE PROJECT SUMMARY • Ensures Prime Agricultural Area mapping in the Region of LEAR Peel and Town of Caledon Official Plans are consistent with OBJECTIVES AND Provincial Policy and Guidelines COMPONENTS STUDY AREA • Protects high quality agricultural land for future food LAND production EVALUATION AREA REVIEW • Protects and enhances the agricultural economy FACTORS, SCORES & MAPPING • Provides technical recommendations on refinement of Prime THRESHOLD Agricultural Area in Caledon DISCUSSION NEXT STEPS 5

  6. WHAT DOES A LEAR NOT DO? OUTLINE PROJECT SUMMARY • LEAR does not compare lands within the Region to LEAR Agricultural lands outside of the Study Area (other Region) OBJECTIVES AND COMPONENTS • LEAR does not amend Official Plan land use designations. STUDY AREA This is a separate process under the Planning Act LAND EVALUATION • LEAR studies are not undertaken to satisfy municipal AREA REVIEW comprehensive review requirements for settlement boundary FACTORS, SCORES & expansions MAPPING THRESHOLD DISCUSSION NEXT STEPS 6

  7. COMPONENTS OF A LEAR OUTLINE PROJECT Evaluation Units SUMMARY • Individual parcels are the Evaluation Units LEAR OBJECTIVES AND L and E valuation Factor (50% Weighting) COMPONENTS • Based on CLI for Agriculture STUDY AREA • Topography considered in LE score LAND EVALUATION A rea R eview Factors (50% Weighting) AREA REVIEW • Fragmentation (12.5% of total score) FACTORS, • SCORES & % of Agricultural lands in production in the Evaluation Unit MAPPING (12.5% of total score) • % of land in agricultural production within one kilometre of THRESHOLD the agricultural unit (12.5% of total score) DISCUSSION • Conflicting Land Uses (12.5% of total score) NEXT STEPS 7

  8. DETERMINATION OF STUDY AREA OUTLINE PROJECT • The initial Study Area included all of those lands within the SUMMARY Town of Caledon that are designated Rural, General Agriculture and Prime Agriculture Area in the Town’s Official LEAR OBJECTIVES AND Plan. It also included all of the lands designated as Prime COMPONENTS Agricultural Area in the Region of Peel Official Plan. STUDY AREA SCREENING FACTORS WERE THEN APPLIED WHICH LAND INCLUDED: EVALUATION AREA REVIEW FACTORS, • Lands in the Rural designation which do not comprise 250 SCORES & contiguous hectares (618 acres) or greater and that were not MAPPING classified ‘Farmed’ by Ecological Land Classification (ELC) THRESHOLD data were excluded from the final Study Area. Lands DISCUSSION designated Rural which were classified as being farmed under the ELC and comprised 250 ha or larger of contiguous area were included in the Study Area. NEXT STEPS 8

  9. DETERMINATION OF STUDY AREA OUTLINE PROJECT • SUMMARY Lands currently designated Prime Agriculture or General Agriculture by the Region and/or Town Official Plans that are LEAR less than 20 ha (50 acres) of contiguous lands were excluded OBJECTIVES AND as they were considered “small pockets” of agricultural lands COMPONENTS as opposed to part of a larger agricultural area. STUDY AREA • Lands within settlement areas and urban boundaries were LAND EVALUATION excluded; and, AREA REVIEW FACTORS, • Properties within the Study Area that had been previously SCORES & MAPPING evaluated and received site-specific planning approval to be removed from the Prime Agricultural Area were excluded. THRESHOLD These properties will continue to retain their approved land DISCUSSION use designation. NEXT STEPS 9

  10. STUDY AREA OUTLINE PROJECT SUMMARY LEAR OBJECTIVES AND COMPONENTS STUDY AREA LAND EVALUATION AREA REVIEW FACTORS, SCORES & MAPPING THRESHOLD DISCUSSION NEXT STEPS 11

  11. LEAR REVIEW COMMITTEE OUTLINE PROJECT • The LEAR guidelines directs the establishment of an SUMMARY agricultural advisory committee to guide the LEAR process. LEAR OBJECTIVES AND • In 2013, the Peel Agricultural Advisory Working Group COMPONENTS (PAAWG) was selected by the study team to be part of the LEAR Review Committee. STUDY AREA LAND • The LEAR Review Committee also includes staff EVALUATION representatives from the Ontario Ministry of Agriculture & AREA REVIEW Food, Credit Valley Conservation and Toronto Region FACTORS, SCORES & Conservation. MAPPING • THRESHOLD The LEAR Review Committee provided input into the LEAR DISCUSSION process as it refined the Study Area and selected and weighted the LEAR factors. NEXT STEPS • The LEAR Review Committee assessed the LEAR scores and selected a recommended Threshold score and range. 12

  12. LAND EVALUATION FACTOR OUTLINE PROJECT • SUMMARY 50% of Total LEAR Score LEAR • OBJECTIVES AND The Ontario Ministry of Agriculture and Food (OMAF) soils COMPONENTS data set was applied to the Evaluation Units STUDY AREA • OMAF data was cross referenced with slope data to confirm LAND Canada Land Inventory (CLI) rating EVALUATION AREA REVIEW FACTORS, • The area and percent occurrence of each soil type inside SCORES & each soil polygon within each Evaluation Unit was calculated MAPPING and a score was assigned THRESHOLD DISCUSSION NEXT STEPS 13

  13. LAND EVALUATION FACTOR OUTLINE PROJECT SUMMARY • Evaluation Units based LEAR on existing property OBJECTIVES AND boundaries COMPONENTS STUDY AREA LAND EVALUATION AREA REVIEW FACTORS, SCORES & MAPPING THRESHOLD DISCUSSION NEXT STEPS 14

  14. LAND EVALUATION FACTOR OUTLINE PROJECT • OMAF CLI information SUMMARY overlay for the same area LEAR • Illustrates primary and OBJECTIVES AND COMPONENTS secondary CLI for each soil polygon STUDY AREA • Illustrates percent LAND occurrence of primary EVALUATION AREA REVIEW and secondary CLI FACTORS, SCORES & MAPPING THRESHOLD DISCUSSION NEXT STEPS 15

  15. LAND EVALUATION FACTOR OUTLINE PROJECT SUMMARY • Intersection of CLI and LEAR Evaluation Unit data OBJECTIVES AND COMPONENTS STUDY AREA LAND EVALUATION AREA REVIEW FACTORS, SCORES & MAPPING THRESHOLD DISCUSSION NEXT STEPS 16

  16. LAND EVALUATION FACTOR OUTLINE PROJECT • Example of one SUMMARY Evaluation Unit intersected with OMAF LEAR CLI data OBJECTIVES AND COMPONENTS • Illustrates primary and STUDY AREA secondary CLI data (with percent occurrence) LAND EVALUATION AREA REVIEW FACTORS, SCORES & MAPPING THRESHOLD DISCUSSION NEXT STEPS 17

  18. AREA REVIEW FACTORS OUTLINE PROJECT SUMMARY • 50% of Total LEAR Score LEAR OBJECTIVES AND COMPONENTS • Four Area Review (AR) Factors were selected by the LEAR Review Committee: STUDY AREA o Fragmentation (12.5% of total score) LAND o Percentage of Evaluation Unit in Agricultural Use EVALUATION (12.5% of total score) AREA REVIEW FACTORS, o Agricultural Uses within One Kilometre of Evaluation SCORES & Unit (12.5% of total score) MAPPING o Conflicting Land Uses (12.5% of total score) THRESHOLD DISCUSSION NEXT STEPS 19

  19. AR FACTOR - FRAGMENTATION OUTLINE PROJECT Each parcel was evaluated using a 300 metre buffer from the SUMMARY parcel. Using GIS the number of additional parcels within that LEAR 300 metre buffer excluding the evaluation unit itself was OBJECTIVES AND determined. The fragmentation number was then ranked COMPONENTS according to the following table. STUDY AREA LAND # of Lots Score # of Lots Score EVALUATION < = 10 additional =100 20 lots = 50 AREA REVIEW lots FACTORS, 11 lots = 90 21 lots = 40 SCORES & 12 lots = 90 22 lots = 40 MAPPING 13 lots = 80 23 lots = 30 14 lots = 80 24 lots = 30 THRESHOLD 15 lots = 70 25 lots = 20 DISCUSSION 16 lots = 70 26 lots = 20 17 lots = 60 27 lots = 10 NEXT STEPS 18 lots = 60 28 lots = 10 19 lots = 50 > = 29 lots = 0 20
