  2. Transition to digital TV broadcasting Moving from analogue to digital terrestrial television • frees up scarce spectrum for other uses, especially mobile. All regions are keen to achieve digital switchover, and • some countries have already managed to complete the process. The deadline of June 2015 set for the UHF band by the • ITU Regional Radiocommunication Conference in Geneva in 2006 (RRC-06) for the migration from analogue terrestrial television to digital terrestrial television applies to Africa, the Middle East and Europe, as well as to the Islamic Republic of Iran. 2

Transition to digital TV broadcasting In Asia-Pacific and in the Americas, national • Administrations have worked together on a bilateral and multilateral basis to develop spectrum plans for digital terrestrial television. In North America, much of Europe and some parts of • Asia, analogue switch-off has now been completed. Most countries in Latin America and Asia-Pacific have plans to complete the transition between 2015 and 2020. Register to MIFR !!! • 3

ITU digital switchover symposium ITU marked the 17 June 2015 digital switchover deadline by holding a Symposium at its headquarters in Geneva, Switzerland, to highlight the inherent advantages offered by digital terrestrial broadcasting. This Symposium covered the following topics: Objectives of the transition to digital TV– technical and • regulatory frameworks; The Analog to Digital Switchover – stocktaking • worldwide; Advanced Technologies for Television; • Building a sustainable ecosystem for Digital TV. • 4

End of the Transition period Except for the countries listed in footnote 7 of Article 12 of the GE06 Agreement: Ø GE06 Plan • All analogue assignments have been deleted from the Plan • All Plan remarks with respect to analogue have been removed • GE06 provisions are not applicable anymore to Analogue assignments. Ø MIFR: • Administrations were asked to confirm their decision to delete or keep the analogue assignments in the MIFR, knowing that they will be kept with unfavourable findings to 11.34. i.e., not causing any interference nor claiming protection. 6

Importance of WRC-15 decisions Agenda items 1.1 and 1.2 • Satisfy growing IMT broadband spectrum requirements: • 60% increase in IMT bands after WRC-15 • total IMT spectrum of 1886 MHz • Provide harmonization of IMT bands: • 39% increase in globally harmonized spectrum after WRC-15 318 MHz of harmonized bands in more than 80% of countries: • Secures future of other services through coordination procedures, technical restrictions, in some cases operation on a non-interference basis 9
