GOAL 1 Learning & The Alliance for Kids will increase access to high quality Early Care Development and Education services and resources that promote children’s healthy development and school readiness. GOAL 2 The Alliance for Kids will expand the capacity of Early Care and Health & Education professionals and community partners to effectively Well-Being support the social/emotional development of young children, including those with special needs. Strategic Plan Goal 1: Goal 1: The Alliance for Kids will increase access to high quality Early Care and Education services and resources that promote children’s healthy development and school readiness. There are three Short Term Objectives for Goal 1. Short Term Objective 1 : The Alliance for Kids (AFK) will increase the number and percentage of licensed Early Care and Education (ECE) centers and Family Child Care Homes (FCCH) that offer high quality services. Expected Outcome: AFK will increase the number of ECE sites in El Paso County (EPC) that offer high quality services by 32 annually, measured by a rating of a minimum of Level 3 in Quality Rating and Improvement System (QRIS). Strategic Plan Goal 1: Goal 1: The Alliance for Kids will increase access to high quality Early Care and Education services and resources that promote children’s healthy development and school readiness. Short Term Objective 2 : AFK will increase the number of highly qualified ECE professionals in EPC by providing supports and services to existing and potential ECE professionals. Expected Outcome: Increase the credential levels of the ECE Workforce employed at ECE sites annually by 15% (minimum of 203 providers) as documented by Professional Development Information System (PDIS) and QRIS. Strategic Plan Goal 1: Goal 1: The Alliance for Kids will increase access to high quality Early Care and Education services and resources that promote children’s healthy development and school readiness. Short Term Objective 3: AFK increases availability of, and access to, high quality licensed ECE services for infants and toddlers in El Paso County. Expected Outcome 1: Increase by 10 annually the number of Level 3-5 rated ECE sites providing services for infants and toddlers that enter into a new Colorado Child Care Assistance Program (CCCAP) contract. Expected Outcome 2: Increase by 25 annually the number of Level 3 and above rated ECE sites from a Level 1 or 2 as rated by QRIS annually that accept subsidies for infants and toddlers. Strategic Plan Goal 2: Goal 2: The Alliance for Kids will expand the capacity of Early Care and Education professionals and community partners to effectively support the social/emotional development of young children, including those with special needs. There are two Short Term Objectives for Goal 2. Short Term Objective 1: The Alliance for Kids (AFK) will sustain and increase available activities and projects that support healthy social/emotional development of young children and the inclusion of children with special needs. Expected Outcome 1: Increase the number of Early Care and Education (ECE) professionals from 320 to 405 that access and participate in the El Paso Pyramid Plus (EPPP) Project, to include a minimum of five Family Child Care Professionals. Expected Outcome 2: Increase the number of ECE sites by 10 that access and participate in the supports of the Early Childhood Mental Health (ECMH) project. Expected Outcome 3: Increase the number of ECE professionals trained in the implementation of developmental screening and appropriate referral by 80. Strategic Plan Goal 2: Goal 2: The Alliance for Kids will expand the capacity of Early Care and Education professionals and community partners to effectively support the social/emotional development of young children, including those with special needs. Short Term Objective 2: AFK will increase the number of ECE professionals and community partners who access existing Council resources and sustain skills learned to more effectively support children’s social/emotional development and children with special needs. Expected Outcome 1 of 4: Increase in the fidelity of implementation of the Pyramid Plus Approach (PPA) among first year implementation classrooms as evidenced by at least 10% improvement from pre to post-aggregate Teaching Pyramid Observation Tool (TPOT) scores. Expected Outcome 2 of 4: Among ECE sites receiving ECMH supports, a minimum of 50% of children referred will retain their enrollment at the ECE site. Strategic Plan Goal 2: Goal 2: The Alliance for Kids will expand the capacity of Early Care and Education professionals and community partners to effectively support the social/emotional development of young children, including those with special needs. Expected Outcome 3 of 4: Increase in the use of PPA strategies within sites who have participated in PPA Training, as measured by pre- and post-training surveys. Expected Outcome 4 of 4: ECE professionals and community partners will participate in training and increase their knowledge in the effects of adverse childhood experiences on overall child development and health. Goal 2 | Short Term Objective 2 | Expected Outcomes 3 and 4
Strategic Plan Goal 3: Goal 3: The Alliance for Kids will increase family knowledge of and access to high quality comprehensive services and resources to promote healthy child development. There is one Short Term Objective for Goal 3. Short Term Objective 1: The Alliance for Kids will sustain and promote the Parenting Matters (PM) project to connect and empower families to access available parenting resources. Expected Outcome 1: Sustain financial supports for the PM project in order to provide twelve- month continual project funding. Expected Outcome 2: Increase strategies to promote access to the PM project, resources and supports for parents as evidenced by a 15% increase in accessing PM resources annually.
