SecAon 4 Capacity Building for Community Development
Funding is made available through the U.S. Department of Housing and Urban Development’s Sec8on 4 Capacity Building for Community Development Program. The purpose of the Sec8on 4 Program is to enhance the technical and administra8ve capabili8es of:
- Community Development Corpora8ons (CDCs)
- Community Housing Development Organiza8ons (CHDOs)
…to carry out community development and affordable housing ac8vi8es for the benefit of households of low income (80% AMI or below).

Eligibility Requirements
- Applicants must meet the eligibility requirements as described in
Appendix A of the LOI.
- HUD Requirements: CDCs and CHDOs.
- Enterprise Requirements: Demonstrated Staff Capacity and/or
rela)onship with Fiscal Agent or Fiscal Sponsor.
- Applicants unsure of their eligibility are encouraged to view the
Eligibility Requirements tutorial on Enterprise’s website or email RFP@enterprisecommunity.org for assistance.

General InformaAon

- Applica8ons will be accepted from any loca8on within the U.S., and Applicants
will apply to either one of Enterprise’s 11 Markets or under the Na8onal geography.
- Total amount to be awarded is $7,514,846.00.
- An8cipated awards range from $25,000 t0 $50,000.
- If awarded a grant, the period of performance may begin July 1, 2018 and
have a general dura8on of 12 to 24 months. The period of performance will be mutually agreed upon by Enterprise and the Grantee.

The Southeast Market is interested in receiving applications from CDCs and CHDOs under the following Program Areas, listed in no particular order of importance:
- Production and Preservation
- Organizational Infrastructure/ Capacity Building / Long Term
Sustainability
- Health and Housing
- Resilience and Planning, Disaster Recovery and Planning
- In addition, the Southeast Market will accept applications that address
any of the National Market Program Area priorities (see Attachment 1 in the LOI).

The Southeast Market supports Production and Preservation of Affordable Housing through one or more of the following activities:
§ Preservation § Acquisition and Preservation of Subsidized affordable housing § Acquisition and Preservation of Unsubsidized (Naturally Occurring Affordable Housing - NOAH) § Single Family – 20 units or more preserved § Small Multifamily – 2-49 units preserved § Large Multifamily – 50 units or more preserved § Production § Production of Multi-Family Affordable Housing § Production of Affordable Single-Family Housing § Single Family – 20 units or more produced § Additional Priorities within Production and Preservation § Properties that do not need recapitalization but do need to improve performance § Scale and Expansion of organizational footprint § Innovative and Replicable strategies § Projects in proximity to transit (½ mile to rail; ¼ mile to high frequency bus) § CDCs expanding preservation capacity through acquisition and preservation of affordable housing § Community Land Trust Models § Permanent Supportive Housing Production or Preservation § Enterprise’s Southeast Markets supports the work developed from the Atlanta’s Affordable Housing Capacity Accelerator program. Work to accomplish the goals outlined in the technical assistance received during this process and staff time to support these processes will be prioritized.

Enterprise’s Southeast Market supports building the Organizational infrastructure capacity and sustainability of CDCs and CHDOs through one or more of the following activities: § Building Financial & Operational Capacity
§ Efforts that will strengthen the financial health and long-term sustainability of an
- rganization, thereby increasing its impact
§ Strategic Planning § Board Development § Financial Management – Balance Sheet, Financial Practices § Staff Training § Partnership Development § Support for Historically underrepresented and minority-led organizations
§ This priority area is intended to build the long-term capacity and sustainability of the organization, rather than support real estate development capacity, which is addressed in the production and preservation priority area. The Southeast Market is committed to working with CDCs and CHDOs to improve health and service outcomes through housing and community-based solutions. § Collaborating for healthier communities with intentional and lasting partnerships. § Improve the stability, affordability, and quality of housing to lower health care costs, improve health outcomes, and reduce health inequities. § Innovative financing solutions and/or partnerships that bring new, permanent resources into affordable housing that helps to improve residents’ health. § Aging in Community. § Permanent supportive housing programs that alleviate chronic homelessness.

Enterprise Southeast supports the capability to respond and recover from the loss of shelter, power and vital services caused by flooding, fires and other
- disasters. Effective planning and preparation as well as the necessary
rebuilding resources are prioritized here: § Support capacity for current disaster recovery efforts. § Develop comprehensive disaster plans to protect buildings, residents and business operations. § Support activities that promote the resilience of housing and services and/
- r technical assistance for staff that will help the organization achieve
greater resilience measures for the development of single family and multifamily projects. § Implementation of measures that promote resilience in design and development processes, specifically following Criterion 1.3b of the 2015 Enterprise Green Communities Criteria.
