residents pay MMSW a fee based on the quantity supplied to help finance the costs of municipal recycling programs

75% of the net program costs for the efficient and effective recycling of our members packaging and printed paper

What Does EPR Do?

  • EPR requires producer responsibility, physical and

financial, for products and packaging supplied into the marketplace.

  • It shifts responsibility upstream, away from

municipalities and regional waste authorities to the companies that put the products (along with their packaging and marketing material) into the marketplace.

Non-Member Discount Factor

  • In the event that not all of the obligated stewards join the

MMSW program, funding may need to be adjusted

– MMSW is not responsible for funding material supplied by stewards/businesses who do not join our program

  • MMSW has heard some concerns that the non-member

steward adjustment, as presented in May (webinar) and August (email) to municipalities, may be too complex and difficult to understand

– MMSW is looking at various options for funding to finance the recovery

  • f the material our steward members supply into Saskatchewan

Purpose

  • Act as a forum through which SK stakeholders are

kept informed of program activities

  • To provide input and feedback on core program

activities

  • Represent your specific constituency and bring

issues forward at meetings

Membership

  • Up to two qualified representatives nominated by:

– SUMA – SARM – ARWMAS

  • One qualified representative nominated by

Saskatchewan Waste Reduction Council

  • Up to three steward representatives (at least one

from SK based business)

Meetings

  • Advisory Committee will meet a minimum of twice

a year, and no more than four times per year

  • Advisory Committee may invite external guests

with specific expertise in the collection and recycling of WPP

  • MOE representatives may attend as observers

  • Advisory Committee may make recommendations

– Dispute resolution procedure to be utilized by local govt’s – Collector and processor policies and procedures – Definition of municipal costs and revenues – Regional waste authorities and municipalities selected as sample group for accredited accountants to audit on reported tonnes, costs, and revenues – Methodology to measure efficiency and effectiveness of programs – Proposed revisions to the funding formula for local govt’s – Prosed amendments to WPP plan that affect local govt. programs
