Contaminated Site Management

  • The Canadian Council for Ministers of the Environment (CCME)

developed the NCSCS in 1992. It has been used as a method for evaluating contaminated sites according to their current or potential adverse impact on human health and the environment.

  • Franz Environmental 2005 developed the FCSAP (Federal

Contaminated Sites Action Plan) scoring system.

  • The CCME incorporated changes and revisions and NCSCS 2008

was adopted as a requirement by MOE on 15 February 2010.

  • Always based on three contaminant components – contaminant

characteristics, migration potential, and receptor exposure.
