Round 4 SICG supports infrastructure, technology purchases, development of governance and procedures, similar to previous Rounds.

  • New systems must be P25 Phase 2 ready
  • Backhaul with NY standardized IP protocol
  • Interoperability Channels on the infrastructure and subscriber

equipment basis

What is Mutualink?

  • The Mutualink solution integrates radio, video, telephone, chat and file sharing

in an easy to use interface.

  • Mutualink is a series of hardware/software products which provide

interoperability/information sharing using a graphical user interface.

  • Individual events/incidents are created and users are invited in. You control

what you share and who is invited into the event.

  • Users can be on mobile devices (tablets, smartphones) to participate in an

incident from the field – and share video.

Where can Mutualink be used?

  • Mutualink can be used by public safety, education, private companies, etc. Each

user controls their own resources.

  • Mutualink products are widely used among institutional, public works,

healthcare organizations and the military; as well as a growing number of public safety/emergency management users in the US.

  • All users, even if purchased separately/on their own, are still members of the

network.

  • Mutualink is used around the northeast, including a large deployment in New

Jersey – these users are available to be invited in as well.

New York Deployment

  • Three separate, but related, projects:
  • Deployment of Mutualink to all counties (PSAPs, EOCs)
  • Five session licenses and two radio interfaces per county
  • Also providing a trial number of licenses to State dispatch centers.
  • Deployment of Mutualink to DHSES (e.g. State OEM, State Fire) field staff
  • Allow field staff to participate in incidents and share video
  • In-process. Many State OEM users already have this installed
  • Pilot project to test Mutualink K-12 in two counties

County Deployment

  • Each county who elects to participate will receive 5 software licenses

(Mutualink Edge) and two radio interfaces (RNICs)

  • Video and telephone interfaces are available
  • Each county in the State received a letter and MOA to review and return
  • 21 signed MOAs returned to date
  • Once returned, it goes to the Office of the Attorney General and the Office of

the State Comptroller for approval

  • After approval, Mutualink contacts the county to begin installation planning

K-12

  • Mutualink has a solution specifically for educational facilities – Mutualink K12
  • Share school security cameras and radio system (if present) to local emergency

responders – but only when the school chooses to share (planned/panic).

  • Similar to a standard public safety installation but a few added features:
  • The ability to tie in to a public address system
  • A panic button feature that automatically creates an incident and invites

the local public safety entity

  • Two pilot counties in New York, Rockland and Oneida, each with 10 schools

participating.
