Open Action Items

  • Darrin Adams (EKPC): Has there been any curtailment in relation to

these TLRs? (Stuart Goza -TVA)) The only curtailments resulting from these TLRs have been the curtailments of scheduled transmission services.

TLRs are listed at the NERC website at the following link. (http://www.nerc.com/~filez/Logs/tlrlogs.html).

The website posts the TLRs as called by the RC and not by the Control Area.

Filter the data by RC (TVA) and then compare it to a list of E.ON flowgates IDs from their OASIS website.

TLR specific information can be requested from the RC by contacting Stuart Goza with the date and time of the TLR event.

  • Daryn Barker (E.ON-US): Maybe we can limit the data that is presented

to only those elements that limit AFC to zero and include monthly’s

  • also. (Jonathan Hayes – SPP) After reviewing the data that was

presented, only those limiting elements that went to zero were included in the data posted.

Open Action Items

  • Darrin Adams (EKPC): Has there been any curtailment in

relation to these TLRs? TVA suggests that anyone interested in this information can use the following link to search curtailment

  • logs. http://www.nerc.com/~filez/Logs/tlrlogs.html
  • Daryn Barker (E.ON-US): Follow up with TVA on the actual

process to do this during energy emergency events. TVA is not a party to the CRSG events. The NERC EEA process is defined in NERC Standard EOP-002. See link. ftp://www.nerc.com/pub/sys/all_updl/standards/rs/EOP-002- 2.pdf

DNR/NITS Study Process Change

Current Study Process

OASIS TSRs are currently being used for DNRs and Load Additions and are accompanied by NITS Applications sent via e-mail.

These TSRs have service times beyond the 18 month planning horizon.

The TSRs have to be evaluated in the SIS/Long Term Planning Process due to the service time being beyond the 18 month window.

The TSR Queue date is used as the study queue.

DNR/NITS Study Process Change Cont.’

  • Study Process Change

OASIS TSRs will still be used for DNRs

NITS Applications will be used for Load Additions but do not have to have an associated TSR.

The Study queues will be decided by the following criteria:

The queue date from OASIS on the TSR for DNRs The received date from the e-mail containing the NITS application

for the Load additions

Study parameters for each study will be decided by the

information from both the DNR and Load addition requests at the time of the submission of either the TSR in OASIS for the DNR or

  • f the NITS application for the Load addition.

Propose to start this new process

ITO’s Assessment of E.ON’s 2007 TEP

2007 TEP based on summer and winter peak

models for 2008, 2011, and 2016

♦ Planning Guidelines ♦ Model Validation ♦ Powerflow Analysis ♦ Operating Guidelines Assessment ♦ Planned Project Assessment

Planning Guidelines Review

2007 TEP based on September 2007 revision

  • f planning guidelines

♦ ITO validated that 2007 TEP consistently adhered to

the criteria in the planning guidelines and good utility practice

♦ Subsequent revisions of the planning guidelines

were also reviewed and the most recent version is posted on OASIS

slide-38
SLIDE 38

38 38 38

Model Validation

  • Accuracy

♦ ITO compared first tier control area generation dispatch

and facility characteristics from E.ON’s models with those included in MMWG models

♦ Reviewed 2007 TEP and ensured that the unit generation

simulated in the models is what was expected

Performance

♦ E.ON’s generation was verified to be operating within

minimum and maximum operating limits

♦ Compared models that included planned projects against

models that did not to ensure projects properly incorporated into the models

Pow erflow Analysis

Identified potential thermal and voltage

issues in the models

Results analyzed against criteria provided in

planning guidelines

Thermal issues: Flow above 100 percent of applicable normal or contingency rating

Voltage issues: Voltage below 94 percent or above 105 percent nominal during normal conditions and below 90 percent and above 105 percent nominal during contingency conditions

Operating Guidelines Assessment

Each operating guideline identified by E.ON

as a solution to a violation in the Powerflow Analysis was independently verified.

♦ Does it satisfactorily mitigate the violation? ♦ Does it cause issues on neighboring systems? ♦ Does it require coordination with neighboring

systems?

Planned Project Assessment

Each project identified by E.ON as solutions

to Powerflow violations was independently evaluated.

♦ Is it properly modeled? ♦ Is the project adequately timed? ♦ Does the project resolve the violation?

provided to the ITO in Apr 08.

The ITO reviewed the analysis for adherence

to applicable NERC stability standards.

The dynamic study has been included in the
