Coordinated Human Services Transportation (CHST) refers to the services provided to a segment of the population that is unable or not permitted to operate a motor vehicle. This can include:

  • Senior citizens
  • The disabled
  • Low income persons/families

This “transportation disadvantaged” population often needs transportation to get to:

  • Jobs or job training
  • Child daycare facilities
  • Medical appointments, including doctor visits, dialysis,

and physical therapy

  • Shopping/recreation centers

Who provides or assists in providing these transportation services?

  • Federal, state, and some local government agencies

provide or assist in providing services (i.e. Access Link and

  • ther various county-run services)
  • Some private agencies provide services for their clients or

a target segment of the population (i.e. the disabled and low income persons)

  • Federal and state funding programs (i.e. FTA 5310, NJ

JARC) are available to these public and private agencies to provide services

  • The needs of the transportation-disadvantaged are

extensive

  • There are limited resources available to provide or

assist in providing for these needs The challenge of the CHST planning process is to identify and provide for these needs in a cost-effective manner

A federal initiative was created, which required counties to prepare a Plan every 5 years

  • The purpose is to identify unmet transportation needs and

recommend measures to increase service quality and reduce the cost of providing the services

Applications for funding or vehicles under FTA section 5310, must demonstrate that their proposal:

  • Responds to a need or recommendation addressed in the

current Plan, or

  • Is included in the Plan (to maintain its current service)

The last Plan was completed in 2015. As required it:

  • Identified current and general transit

services in the county

  • Identified unmet needs for the county’s

transportation-disadvantaged population based on demographic analysis and public input

  • Proposed specific recommendations to

meet these needs, including proposed new transit routes

  • Discussed options for achieving service

coordination (sharing of services) and efficiency

The Plan is required to be updated every 5 years, so the next update is due by the end of 2020 SJTPO is leading the 2020 Plan update and will review the 2015 Plan to determine if there are any major changes or new ideas concerning:

  • Current services identified in the Plan (i.e. any new or discontinued

services)

  • Service-related problems and needs identified (i.e. unmet needs)
  • Recommendations proposed to meet these needs

County-run systems are operated by: The Cumberland County Development of Employment and Training

  • Deviated fixed route systems for low income individuals

requiring transportation to/from employment, training or educational facilities (one route open to public)

  • Routes include:

– Landis Ave. Xpress - serves Vineland & Bridgeton Transit Center & Industrial Park – Vineland Industrial Park Route - serves the Industrial Park and Vineland Transit Center – Millville Area Connector – Airport/Laurel Lake Route – Millville Area Connector – Center City Millville Route

County-run systems are operated by: The Cumberland Area Transit System (CATS)

  • A demand responsive, door to door service that is
  • pen to the general public
  • Operates on weekdays from 8:00 AM to 4:00 PM

State-run systems are operated by: NJ TRANSIT Access Link

  • For eligible persons with disabilities
  • Is a curb to curb service with pick up and drop off

points limited to no more than ¾ of a mile from NJ TRANSIT routes and can be used for any trip purpose

  • For Medicaid recipients to travel to and from medical

appointments and services

  • 408 – Philadelphia to Millville – Connects Vineland to

Millville

  • 553 – Upper Deerfield to Atlantic City – provides

service along Landis Avenue from NJ 47 (Delsea Drive)

Recommendation Why Needed (from 2015 Plan) Current Status

New - Feeder Service to connect Fairton, Cedarville, & Port Norris Proposed feeder service would connect these communities No immediate plans to implement this proposal New - Daily service between Laurel Lake & Commercial Township (including Port Norris) Would reduce the need for running demand-responsive services to these communities Transportation services provided to Port Norris by the CATS system New Service - Daily fixed route service between Northwestern Salem County (Pennsgrove to Salem City) and Bridgeton Bridgeton is the location for the Social Security Office and other agencies. This would primarily benefit Salem County No immediate plans to implement this proposal New Service - Daily service from Eastern Salem County (Elmer & Olivet) to Vineland Transit Hub This would provide direct service from these communities to the Transit Hub No immediate plans to implement this proposal New Service - Feeder Service to NJ Transit Routes This would include a shuttle service that would connect unserved communities to NJ TRANSIT Routes No immediate plans to implement this proposal Expanded Service - Daily service from Vineland to Cape May via NJ TRANSIT Bus Route 313 or other service Would increase daily service hours on this route & connect Cape May to major employers & the college in Vineland Fare Free Transportation has begun providing transportation to Vineland on a weekly basis

  • From the Steering Committee survey - The

recommendations of the 2015 Plan are still valid

  • Establish an express bus route from the western

side of Cumberland County to Atlantic City, making the Atlantic City job market more accessible to Cumberland County residents

  • Since there are not that many persons needing

HST transportation services in Port Norris, there is less of a need to provide daily fixed route service to this location, as recommended in the 2015 Plan

  • As recommended in the 2015 Plan, daily

service is now being provided to connect Vineland to Cape May on a weekly basis, with intent to increase this to a daily service

  • The need for extended and weekend transit

service still exists, as does the need for transit service in the county’s rural areas

  • The demand for dialysis transportation

continues to increase and is an unmet need, with a waiting list for availability
