  2.  SAFETEA-LU Section 1201 declared that ◦ Secretary shall establish a real-time system management information program (RT RTSMIP) IP) to provide, in all States, the capability to monitor, in real-time, the traffic and travel conditions of the major highways of the United States and to share that information ◦ Secretary shall establish data excha change nge forma rmats ts to ensure that the data provided by highway and transit monitoring systems, including statewide incident reporting systems, can readily be exchanged across jurisdictional boundaries, facilitating nationwide availability of information.

  3.  Establishes “provisions and parameters for the RTSMIP for State DOTs, other responsible agencies, and partnerships with other commercial entities in establishing real-time information programs that provide accessibility to traffic and travel conditions information by other public agencies, the traveling public, and by other parties who may deliver value-added information products”.

  6.  Specification of Data Formats to support exchange of data from highway and transit monitoring systems- primary project output  Use Systems Engineering Process to define Needs, Requirements, and Design to implement the RTSMIP  Based on existing ITS standards (rather than creating new standards)

  7.  Final output of project will be a guidance document for public agencies and private organizations with recommendations for how to move toward full implementation of Data Exchange Formats.  Document will include: ◦ Process for implementing the data exchange formats; ◦ Discussion on testing for conformance to the data exchange formats; and ◦ Discussion on how to confirm that the agency fulfills the requirement of Section 1201.
