The plan was to tell people about the new SAF process by Autumn 2016. The learning disability health Self‐ Assessment Framework started to be used in England in 2007. The framework is an important way for the NHS and councils to work together with people with learning disabilities and families.

Background
- The SAF has helped local areas find out
what is working well and work out what was important for the health service and councils.
- This work was really important to make
health and social care services for people with a learning disability better.
Progress Update NHS England and the Association of Directors of Adult Social Services (ADASS) who led the SAF from 2013 agreed that there was a need look at the SAF and see if it needed to change. A group of experts started to work
- n the questions for the SAF.
The SAF questions are in 3 main areas:
- People are able to have a life
- People feel involved, protected
and respected
- Peoples health and social care
needs are met
The questions are linked to important areas in the Department of Health’s Learning Disability Action Plan.

The SAF questions would ask how well things are going in local areas by asking people their experiences of using or working in the services.
What are Kent doing in relation to the last SAF Report in 2014
We have developed a plan with a focus on Improving the lives of people with a learning disability through commissioning the right services. The plan covers 11 subjects, which are relevant to the last SAF’s findings. It identifies what needs to be done and when. We can give you an update on how well we are doing
Kent Joint Commissioning Action Plan 2016/17 – Focus on:
1. Helping people enjoy good health: Helping people lead healthy lifestyles. Make using healthcare easier and that people have a good healthcare experience. 2. Providing accessible information: All organisations have to follow the Accessible Information
- Standard. This means people have information in a way they
can understand it. 3. Joined up care: Organisations providing care will work together so people have joined up service.

Transforming Care Programme: People who may have multiple needs that cause challenging behaviour receive good community support.

Where I live: People should have a choice about where, how and who they live with.

What I do: People should be able to enjoy activities and paid employment.

- 7. 0‐25 Lifespan pathway
To make sure services for people aged 0 – 25 are joined up.
- 8. Short term care
To give overnight and daytime short breaks (respite) services to suit people who have extra needs.
- 9. Staying safe
People should feel safe and be treated fairly.

- 10. Workforce
To make sure there is enough knowledgeable and experienced staff to support people.
- 11. Good quality care
Making sure people who receive support know they will receive good care.
Progress updates on Kent's Joint Commissioning Action Plan 2016/17
- The plan has been updated recently to reflect
progress against the plans 11 subjects.
- So far we are making good progress and are
working closely with partner agencies and Kent clinical commissioning groups (CCGs) to improve the experiences and services delivered to people with a learning disability in Kent.
