Academic Metrics Within the CPF

The College and Career Readiness Performance Index (CCRPI): The CCRPI is the official state accountability metric for public schools in Georgia. CCRPI Content Mastery Scores and CCRPI Progress Scores are weighted equally within the CPF.

Schools may satisfy annual academic requirements by:

Outperforming their comparison district(s) in all relevant grade bands on at least one of the following measures:

• CCRPI Single Score,
• CCRPI Content Mastery,
• CCRPI Progress (Growth),
• CCRPI Grade Band Score,
• Value-Added Impact on Student Achievement

OR by earning a “Beating The Odds” designation from GaDOE.

Comparison Districts

The SCSC compares schools’ CCRPI scores using two different calculations for comparison scores:

• The first is the school’s score is compared to the score of the district(s) included in its attendance
• zone. If a school serves one district, it is compared to that district’s score. If it serves multiple

districts, it is compared to the simple average of those districts. If the school has a statewide attendance zone, then the school is compared to the state average.

• The second comparison looks at the districts from which the school actually enrolls students. Using

the FTE System of Residency report, the SCSC weights district CCRPI scores based on the number of students enrolled from each district. Thus, whether the school’s attendance zone includes one district, multiple districts, or statewide, the school is only being compared to the scores for districts from which it actually enrolls students. The score is weighted based on enrollment. For instance, if a school enrolls 80% of its students from District A and 20% from District B, then the comparison score will be comprised of 80% of District A’s CCRPI score and 20% of District B’s CCRPI score.

A school will be considered meeting standards if it outperforms using either of the comparison calculations. The results presented on the following slides account for both methods.

Overview

Based on CCRPI scores, 17 of 29 state charter schools (59%) are meeting the SCSC’s academic expectations as outlined in the Comprehensive Performance Framework for the 2018-2019 school year (i.e. they are outperforming their districts in either ‘content mastery’ OR ‘growth’ OR ‘grade band score’ OR ‘single score’). This number is up from 14 of 29 state charter schools (48%) that met academic expectations last year. We do not yet have the 2019 Value-Added Impact results from GOSA or 2019 Beating the Odds results from GaDOE, so more schools may end up meeting academic standards if they are able to earn higher value-added impact scores than their comparison district(s) or be designated as “Beating the Odds”. Value-added impact and BTO results should be available in the next couple of months.

CCRPI Single Score

CCRPI Single Score is the overall CCRPI score weighted based on the number of students the school serves in each grade band. This score is calculated specifically for schools that serve students across multiple grade bands. Fourteen state charter schools outperformed their comparison district(s) on the CCRPI Single Score in the 2018-19 school year.

CCRPI Progress

CCRPI Progress utilizes Student Growth Percentiles (SGPs). SGPs describe the amount of growth a student has demonstrated relative to academically-similar students. Ten state charter schools outperformed their comparison districts in all grade bands served on CCRPI Progress in the 2018-19 school year. Nine state charter schools outperformed their comparison district in at least one but not all grade bands served on CCRPI Progress in the 2017-18 school year.
