Ontario Student Drug Use & Health Survey (OSDUHS) • 20% of students will experience a mental health problem that meets the criteria for at least one mental illness • Only 22-34% of children and youth with a mental illness access professional mental health supports • 8% of students report thinking about suicide, and 4% indicate that they made a suicide attempt in the 12 months preceding the study • In the past year, about 31% of students indicated that they were experiencing psychological distress and did not know where to turn for help

General Population Stats (CAMH): • 1 in 5 Canadians experiences a mental illness or addiction problem • By the time Canadians reach 40 years of age, 1 in 2 have — or have had — a mental illness • 70% of mental health problems have their onset during childhood or adolescence • Young people aged 15 to 24 are more likely to experience mental illness and/or substance use disorders than any other age group • Men have higher rates of addiction than women, while women have higher rates of mood and anxiety disorders

Northern Focus Resource Mapping Purpose and Objective Purpose: • A mapping of the current state across the 8 English Language DSB is required to determine required levels of support for the Thunder Bay and Northwestern Ontario Region. Objective: • To identify strengths and needs related to school mental health in Northwestern ON DSB across the SMHO Strategic Pillars: • Organizational Conditions • Capacity Building • EB MH Programming Across the Tiers of Intervention • Specific Populations • Student Engagement • System Pathways

SMHO Strategic Pillars for SMH Strategic Pillar Definition Organizational Conditions Evidence of strong foundational organizational conditions for student mental health Capacity-Building Offerings underway related to learning and training for educators to create and sustain mentally health schools and districts Evidence-Based MH Implementation progress to initiate and scale evidence-based, Programming Across the implementation sensitive programming in Northwestern Ontario Tiers DSB Specific Populations Areas of consideration for enhancing the equity focus across mental health and substance misuse prevention initiatives with a strong focus on supporting culturally safe practices for indigenous students Student Mental Health and Establishment of best practices in student engagement. Northern Focus Resource Mapping Process Through data collection and review as well as extensive consultation across all 8 Boards, a summary of themes related to strengths and needs have been identified across the SMHO Pillars. DATA COLLECTION: • Review of MH Strat Plan and Action Plan in all 8 Boards • Review of SMHO “Taking Flight” Strategic Plan (2017 -2020) • Review of PPM #149 • Review of sample MOU’s / PSA’s (DSB and CYMH agencies) • Review of referral pathway documents across several Boards CONSULTATIONS: SMHO Coaches and Leadership; Mental Health Leaders and Supervisory Officers; NSI Leads, EDU Regional Staff, MHW’s, CYMH and Public Health community providers, NOEL, Northbeat Research Collaborative, RSEC

  17. Recommendations – Organizational Conditions • Strengthen collaboration through engagement with CODE / SMHO Advisory Group; EDU regional staff and NOEL to align priorities that support school mental health in the Northwest. • Recruit an Indigenous Lead and SMHO coach with experience as a Senior Administrator to support a team Northern Focus based, culturally sensitive regional approach for SMH. Organizational Conditions

Recommendations – Capacity Building • Strategic Coaching support to all Northwestern ON DSB to scale and standardize Mental Health Literacy for Educators differentiated by role. • Strong collaboration with NOEL and the NSI Leads to maximize implementation of the MH Lit offerings through SMHO to ensure alignment to Provincial direction and priorities. • Implementation coaching to leverage upcoming Tier 1 Northern Focus learning offerings for schools (SEL, MH Lit Modules). Capacity Building

Recommendations – EBP Across the Tiers • Formalize / standardize Memorandum of Understanding template for partnering with Community CYMH providers in contracting regulated MHP working in DSB. • In partnership with NSI Leads and NOEL – develop a Northern Focus Clinical Support and Supervision protocol for School Mental Health. • In partnership with NSI and NOEL, coordinate and support participation of school MH professionals in Northern Focus structured psychotherapy offerings for those who serve Evidence Based Programming students with Tier 2 needs. (BRISC, CBT) across the Tiers

  20. Recommendations – Specific Populations • Strengthen collaboration through Regional meetings, with CSCD des Aurores boreales to better address needs of Francophone students in Northwestern ON DSB. • Strengthen existing relationships with Indigenous communities and service providers to ensure that Indigenous approaches are woven into mental health services and supports for students. Recommendations – Student Engagement and MH Literacy • Regional SMHO coaching support for resource implementation of student MH literacy offerings developed through #HearNowON • Support for student participation in SMHThrive Student Group from Northwestern ON. Northern Focus Student Engagement and MH Literacy

  22. Recommendations – System Pathways • Regional SMHO coaching support for implementation of Suite of Circle of Support resources, tools and templates for SMH professionals, educators, parents/families, and students. • Coaching support for Boards to strengthen internal and external pathways of care across the Tiers of Intervention for students that is localized to each community. • In partnership with NSI and Northbeat, supporting Northern Focus implementation and dissemination of resource directory System Pathways that has been developed for Northwestern Ontario.

  23. Next Steps- Action Plan Development • An overview that includes a summary of recommendations related to resource mapping is to be provided to SMHO, EDU, NOEL, NSI Leads as well as Northwestern Ontario DSB’s. • A Northwestern Ontario SMH Action and Support Plan will be developed based on resource mapping findings and NSI alignment. Lights, camera, ACTION! • Priority setting for the Regional SMH Action and Support Plan will occur in collaboration with Northwestern ON DSB.
