US Soccer Mandates
US Soccer Mandates
- Small Sided Games Mandate
– US Soccer will mandate specific playing formats for all sanctioned leagues, including playing field sizes.
- Birth Year Registration Mandate
– US Soccer will mandate that all registration is moved from an August 1-July 31st to January 1st-December 31st
- Age Group Classification Mandate
– All age groups classifications determined by taking the year in which competition ends (i.e. 2018) minus the year in which the player was born (i.e. 2005).
- 2018-2005= 13, therefore considered U13 for that year.
– The result of this mandate will bump every player up an age group classification

US Soccer Rationale: Small Sided Game
- Fewer players on the field means more touches on the ball and more involvement in the game, which helps
develop more individual skill.
- Over-emphasis on team development at youngest ages instead of individual development. Smaller sided
matches will promote more focus on individual development.
- Players who are more skilled may become more confident and comfortable when in possession of the ball.
- The ratio of players to field size is designed to assist players with making the right kind of decisions and
improving their awareness.
- As players get older, and numbers increase on bigger fields, this approach builds on itself.
- And as players get older, the building block approach also allows them to better integrate into a team model
where they develop partnerships with other players that make up the team.
- Overall, the standards provide for an age appropriate environment where players can achieve these
- bjectives.

US Soccer Mandates Birth year registration
US Soccer Rationale Birth Year Registration & Age Group Classification Mandates
– Standardize the age registration criteria among every player in the United States
- Development Academy
- ODP
- Youth National Teams
- International Competition
– Unlike small sided standards, birth year registration applies to all age groups of players and not just players 12 and younger. – This change will allow clubs to be better informed in order to combat relative age effect when making teams for youth players. – Bring all players in line with standards for international competition.

Trapped Players
- Trapped Players?
- 2016-2017 players born in 2002
- 85 players born in 2002 going to be Freshman in high school
- 95 players born in 2002 going it be 8th graders
- We currently deal with this
- Usually between 12-20 players
- We provide training and games (depending on the numbers)
- How the teams will look?
- Academy, Elite, Premier will be based on ability and not grade
- Classic teams may also be rostered by grade

Identification & 2016-2017 Team Formation Process
ID Sessions
- Normal process just bigger
- Series of sessions used to form teams for the 2016-2017 season using
January 1st registration
– Grouping consistent with team formation for 2016-2017
- Estimated 60 sessions (100 extra hours on field)
- Held at numerous times throughout the winter/spring to ensure players
are able to attend as many as possible
- Directors rely heavily on coaches ratings and rankings
- Consistent Oversight by SLSG Age Group Directors coupled with input from
SLSG Coaches – Several sets of eyes over the course of the process
- No cost to current SLSG Players
ID Sessions
- Not every player/team will need an ID Session
- Groups of about 40 players
- For the soul purpose of forming teams (Academy, Elite, Premier,
Classic)
- If a player has been slotted for a team will no longer need to see
that player
- Older age groups may see less change
- Just play
ID Sessions
- Every team is broken out by age group
Birth year 2007 Birth year 2008 Team Name Coach Child 5 6 U8 - USA Jurgen Klingsman 2008 1 7 U8 - Chelsea Jose Mourinho Staff
Common Concerns/Misconceptions
- Can’t we just keep teams as is and play up
– While any change will bring anxiety, to pretend that this change has not happened would be professionally irresponsible, detrimental to players development. Failing to adapt and/or ignoring reality is not a long-term solution, nor is it one that is beneficial to a players development.
- You are telling my child he/she can no longer play with his/her school friends
– US Soccer has made the decision to make this change and, in the best interest of our own players development, we are adapting our structure to comply because it is in the best interest of our players and members. Similar to school, each player will not be placed in class with all of their friends; however, this does not end the friendship nor does it impair the ability of the child to develop as a person.
- My child had a good birthdate (Aug-Oct) and now he/she has a bad one.
– As a club, we were sensitive to the impact of the Relative Age Effect (RAE) under the School Year Registration format. This will not change under the birth year format and in many ways the birth year format will punish clubs who have failed to recognize this issue in the past.
- My child will lose a year of soccer because of these changes
– This is simply not accurate, but it is understandable how parents will be confused. All players will be afforded the same opportunity to play in the club for as long as they have in the past (up to college age); however, the age classification under which they fall may change (i.e. U18 is now considered a U19)
