Water Use Efficiency Legislation

S Sweeping water use efficiency legislation was passed

in 2018: SB 606 & AB 1668

S The new law limits indoor water use, outdoor water

use and water lost to leaks

S CCWD & the State will not enforce these “water

budgets” on an individual customer level

S CCWD will be responsible for meeting an aggregate

water budget by 2023 – fines possible in 2025

Water Shutoff Protection Act

S SB 998 was passed in 2018 and it provides additional protections for customers

who are delinquent and at risk of having their water shut off

S Effective February 1, 2020, CCWD must provide water shutoff information in

multiple languages, extend the time between the bill being mailed and shutting off water, and offer payment plans to customers
