NDP Chapter 6: Key Points on Rural Development

  • Rural communities require greater social, economic and

political opportunities to overcome poverty;

  • To achieve this, agricultural development should introduce

a land‐reform and job creation / livelihood strategy that ensures rural communities have jobs;

  • Ensure quality access to basic services, health care,

education and food security; and

  • Plans for rural towns should be tailor‐made according to

the varying opportunities in each area.

  • Intergovernmental relations should be addressed to

improve rural governance.

employment creation and strong environmental safeguards;

  • Quality basic services, particularly education, health care

and public transport;

  • In areas with greater economic potential, industries such

as agro‐processing, tourism, fisheries (in coastal areas) and small enterprise development should be developed with market support;

It is important to understand that integrated and holistic development is not only about the integration and alignment of sectors, but is only possible if we integrate and align within a spatial context where the space between urban and rural is not seen as a divide but as a continuum between two ends of the same space. Closing Remark, an extract from the NDP

Achieving the NDP Rural Development vision will require leadership on land reform, communal tenure security, infrastructure and financial and technical support to farmers, and capacity building to enable state institutions and private industries to implement these interventions.
